- NOTICE OF INTENT TO SOLE The Puget Sound Naval Shipyard and Intermediate Maintenance Facility (PSNS & IMF) Contracting Office (Code 440) hereby provides notice of its intent to award a sole-source, firm fixed contract to Instron Company, a division of Illinois Tool Works, Inc., in accordance with FAR 13.106-1(b). A Justification and Approval for Other than Full and Open Competition has been prepared. The period of performance will be 30 September 2021 to 29 September 2022, with 4 Option Years. This requirement is achievable by only one source. Instron Company is the only source with the proprietary drawings, specifications, components, and expertise required to perform the necessary calibration and maintenance on the Instron Universal Test Machines (UTMs), and Rockwell Hardness Tester.� NAICS Code:811219 PSC: J066 THIS NOTICE OF INTENT IS NOT A REQUEST FOR COMPETITIVE QUOTES. However, interested parties may identify their interest, a quote, and capabilities to respond to this requirement no later than September 16, 2021, 0900�(PST). Questions must be submitted no later than September 15, 2021, 0900�(PST). A determination not to compete this requirement, based upon responses to this notice, is solely within the discretion of the Government. Information received will normally be considered solely for determining whether to conduct a competitive procurement. All interested parties shall submit clear and convincing documentation demonstrating their capabilities to satisfy the requirements listed above to Contract Specialist, Brandon Sisson�via email at brandon.m.sisson@navy.mil, or to Contracting Officer Nickson Hatungimana�at nickson.hatungimana@navy.mil, and c440.commandserv.fct@navy.mil. The capability documentation should include general information and technical background describing in detail the prospective contractor's capabilities and experience that will demonstrate the ability to support these requirements. PSNS&IMF Contracting Office (Code 440) will NOT be responsible for any costs incurred by interested parties in responding to this notice of intent. Only written responses will be considered. As a result of analyzing responses to this notice of intent, the Government shall determine if a solicitation will be issued. Any prospective contractor must be registered in the System for Award Management (SAM) in order to be eligible for award.�
