- Synopsis: The Department of Veterans Affairs, Network Contracting Office 07, hereby provides notice of its intent to make a sole source award for three PortaCount Respiratory Fit Tester machines (Model 8048-T) to TSI Incorporated, 500 Cardigan Rd, Shoreview, MN 55126-3903. The contract is expected to be awarded under the authority of 41 U.S.C. 3304(a)(1), as implemented by FAR 13.106-1(b) Soliciting from a Single Source. A Justification for Single Source Awards for Other Than Full and Open Competition has been prepared. The anticipated award date is September 15, 2021. The contractor shall provide the Ralph H Johnson VAMC, Charleston SC with three PortaCount quantitative fit-testing systems, Model 8048-T, which must include the fit-testers (Model 8048), FitPro Ultra Fit Test Software, and (3) Microsoft Surface Go Tablets, which will all function as a system to conduct the fit tests. This is a brand name only requirement needed to maintain compliance with 29 CFR 1910.134, Respiratory Protection as promulgated by the Occupational Safety and Health Administration. The PortaCount Fit Tester Model 8048 must provide quantitative fit test that works for all tight-fitting respirator face masks, including N95, PI, and P2 filtering face piece respirators. The patented aerosol-based particle counting technology of this product must allow for the wearer to simulate real life exercises during the respirator fit test. This method is more conducive to real world working conditions. This system provides fit testing for a variety of devices including half face elastomeric, full face elastomeric, and N95 tight fitting face pieces for clinical staff. The applicable North American Industrial Classification System (NAICS) code is 334516 Analytical Laboratory Instrument Manufacturing, with a size standard of 1,000 Employees. THIS IS NOT A REQUEST FOR COMPETITIVE QUOTATIONS. However, interested parties must identify their interest and capability to respond to this requirement by the closing date below. A determination not to compete this requirement based upon responses to this notice, is solely within the discretion of the Government. The Department of Veterans Affairs will NOT be responsible for any costs incurred by interested parties in responding to this notice and will not return any documents submitted. Only written responses will be considered. As a result of analyzing responses to this notice of intent, the Government shall determine if a solicitation will be issued. Any prospective contractor must be registered in the System for Award Management (SAM) to be eligible for award and must submit a current authorized distributor/dealer or reseller letter from the manufacturer. Interested parties are encouraged to furnish information by email with Response to 36C24721Q1305 in the subject line.
