- THIS IS NOT A REQUEST FOR QUOTES - This is a notice of the Government�s intent to award a firm-fixed price contract on a sole source basis to Erie Weld Products, Inc. {1709 Franklin Ave, Erie, PA 16510-1325}, under authority of FAR 13.106-1(b), Soliciting from a Single Source.� Washington Headquarters Services (WHS), Acquisition Directorate (AD) intends to award a contract for Underwater Catchment Baskets to support the Defense Prisoner of War (POW)/Missing in Action (MIA) Accounting Agency (DPAA).� Below are the specifications the Government will be procuring to support DPAA. Specific Details: � The external dimensions of the basket must be 78� by 48� by 41 �� from the bottom of the fork lift points to the top of the basket without the lid, plus 4 �� lifting points The internal dimensions of the basket must be 70 �� by 40� by 38 �� The basket frame must be fabricated from 5086 aluminum. The interior and exterior walls of the baskets must be made from 304 stainless steel perforated metal sheets with � inch in diameter holes and �#-9 flattened expanded metal. The basket must be able to withstand 130 PSI of water pressure hitting the interior of the basket without the stainless material breaking or peeling. The frame of the basket must be designed to hold approximately 13,000 lbs. fully loaded and with lifting points on each of the four corners. The frame on the underside of the basket must be fabricated to allow the basket to be transportable by a standard forklift. The lid must also have four separate lifting points for removal and installation on the basket. The lid must have a sliding or hinging door. The sliding or hinging door must be approximately � to � the size of the overall basket lid and fit within the outer perimeter of the lid. The construction and welds of the basket must be visually inspected to be in compliance with international standards for commercial shipping. The basket must include a serialized data plate with manufacturer info. Incorporated serial number and load rating plate The fork lift points must be on the bottom Load tested and certified to a MINIMUM of 12,600lbs Must be able to be stacked two baskets wide by two baskets tall and fit on a single 463L Air Force pallet When stacked, baskets must measure no higher than 96� The contractor shall deliver all underwater catchment baskets to the place of delivery as shown below: Defense POW/MIA Accounting Agency; 590 Moffet Street, BLDG 4077; Joint Base Pearl Harbor-Hickam, HI 96853-5530. Notice of Intent is not a request for competitive quotations, however interested parties may identify their interest and submit a capability statement indicating they meet the same/similar specifications identified above by 10:00AM Eastern Standard Time (EST) on 17�September 2021 to whs.ncr.ad.mbx.eosd-tab-branch@mail.mil. A determination by the Government not to compete the contract based upon responses to this notice is solely within the discretion of the Government.
