- This is a Combined Synopsis/Solicitation for commercial supplies/services prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. �This acquisition will be processed under FAR Part 12 - Acquisition for Commercial Items in combination with simplified acquisition procedures contained in FAR Part 13 Simplified Acquisition Procedures. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. This solicitation 75N97021Q00056 is issued as a Request for Quotation. This notice incorporates provisions and clauses in effect through FAR Circulars published as of the date of this notice. NLM anticipates that an award will be made on or about September 25, 2021. The National Institutes of Health (NIH), National Library of Medicine has a need for services to create access copies of 16mm and 35mm film to meet patron requests in the future while also preserving its collections, including rare, fragile, and aging films.� The Contractor will be responsible for creating high-resolution digital preservation and mezzanine files as well as access copies that can be provided to patrons in lieu of allowing further handling and copying of the archival originals/elements.� See additional information including the pricing sheet in the documents attached to this synopsis Note this is a small business set-aside. The Federal Government intends to award a Fixed Price, Time & Materials, or Labor Hour type purchase order as determined by the Contracting Officer after evaluation of offers.�� All small business concerns may submit a response to this solicitation. The North American Industry Classification System (NAICS) Code for this requirement is 512191 and the Small Business Size Standard is $34.5 Million Dollars in Annual Receipts. �� An award will be made to the Offeror whose quotation is determined by the Government to represent the best value to meet the Government�s needs price and other factors considered. �Best value may not necessary represent the highest technical rating or lowest price. �Evaluation of offers shall be conducted in accordance with FAR Subpart 13.106-2. �In accordance with FAR 52.212-2, the following factors shall be used to evaluate offers: (1) Ability to assess film and tape conditions including embrittlement, shrinkage, fading, distortion, plasticizer exudation, and other states of decay; complete condition reports; treat and repair film and tape appropriately prior to digitization; and technical approach for standard and recommended practice for handling, cleaning and treatment (2) Past Performance of 3 recent contracts/awards similar in scope and size and (3) Price. Technical Qualifications and Past Performance when combined are more important than Price. Quotes are due by email no later than�Monday, September 20, 2021 at 12:00 p.m. (EDT).� Vendor�s quote shall comply with all applicable Federal, State and Local laws, executive orders, rules and regulations applicable to its performance under this order. The following clauses and provisions cited herein are incorporated by reference into this announcement: FAR 52.212-1, Instructions to Offerors-Commercial Items (June 2020); FAR 52.212-3, Offeror Representations and Certifications- Commercial Items (June 2020). The following FAR clauses apply to any order resulting from this notice FAR 52.212-4, Contract Terms and Conditions-Commercial Items (October 2018)-With Addenda [Stop Work Order, FAR 52.242-15 (August 1989)]; FAR 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders-Commercial Items (July, 2020).
