- COMBINED SYNOPSIS SOLICITATION This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. 36C10E21Q0169 The solicitation incorporates provisions and clauses in effect through Federal Acquisition Circular 2005-95 This solicitation is set-aside exclusively for Service-Disabled Veteran-Owned Small Business concerns. To be considered for award prospective offerors must be a verified SDVOB concern in the VA Center for Verification and Evaluation (CVE) Veteran Information Pages (VIP) pages at the date and time set for receipt of offers. An Offeror who is not a verified SDVOB concern at the date and time set for receipt of offers will have their offer rejected as non-responsive, and will not be considered for award. DESCRIPTION QTY UNIT AMOUNT 0001 The contractor shall provide all supplies, services, equipment, tools, labor, facilities, transportation, and supervision necessary to provide construction management services (CMS) needed to re-asphalt the Montgomery VA Regional Office in accordance with the attached Statement of Objectives (SOO). Period of Performance: 30 calendar days from issuance of a notice to proceed. 1 JB $___________ Description of Requirement STATEMENT OF OBJECTIVES - Construction Management Services Montgomery, VA Regional Office (VARO) 1.0 BACKGROUND The Department of Veterans Affairs is seeking a contractor to provide construction management services in support of a future construction project which entails the demolition, re-asphalting, and striping of the West and East parking lots at the Montgomery Veterans Administration Regional Office(VARO). Specific Requirements Location of Work The work will be performed at the Veterans Affairs Regional Office (VARO), 345 Perry Hill Road, Montgomery, AL 36109. Period of Performance: The period of performance is 30 calendar days from the date of award. 2. 0 SCOPE OF WORK 2.1 Purpose The purpose of this SOO is to obtain Construction Management Services (CMS) necessary to complete all items listed below: Contractor shall develop a Statement of Work (SOW) to include detailed phases and objectives necessary to demolish existing surface, re-asphalt, and stripe the parking lots and streets at the Montgomery VARO, utilizing the attached concept drawings; Provide shop drawings which will further illustrate the requirements of the desired project, and; Provide a detailed independent cost estimate (ICE) for the alterations recommended and approved by the Agency. It should be noted that the ICE shall further breakdown costs allowing the reader to identify specialized tasks and disclose the associated cost breakdown figures. 2.1 Requirements 2.1.1 Management of the future construction project: Quoters shall provide a Project Management Plan including project oversight/supervision and communication strategies. The Project Construction Manager is expected to coordinate with the General Contractor (GC) throughout the project. The Project Construction Manager shall conduct ongoing construction risk assessment based on project development observations and report issues so the Government may mitigate such risks. See section 3.1 (Contractor Personnel) below. 2.1.2 Site Visit: Quoters are encouraged to visit the site prior to bid submittal. All quoters shall report to the respective building on site. The site visit shall be for the purpose of observing first-hand any conditions relevant to the completion of this contract. No consideration will be given to claims based on a lack of knowledge of the existing conditions, except where contract documents make definite provisions for adjustment in cost or extension due to existing conditions not readily foreseeable. The site address is: 345 Perry Hill Road Montgomery, Alabama 36109 Engineering point of contact is Gilbert Long 334-213-3392. Following award, the Contractor shall coordinate and conduct site visit of the Montgomery VARO and provide Construction Management Services which include a clearly defined approach and detailed set of construction drawings to best meet the requirements of the concept drawings provided by the Agency, and/or propose a best approach and cost estimate to meet the needs and fulfill the requirements of the Agency. 2.1.3 When proposing solutions to the items, the Contractor shall assess construction risk areas based on field observations, such as water drainage issues, so the Government may mitigate such risks during any future construction activities. 2.2 Deliverables Contractor shall prepare and submit a report to the Government within 30 days of contract award. Report shall be submitted in Word format. The report shall contain the following elements; 1. Narrative and photographic report of site visit. 2. Narrative Statement of Work (SOW) and construction sketches for proposed solutions to items outlined in section 2.1. 3. Independent Cost Estimate of the project. 4. An assessment of construction risk areas based on observed existing conditions and suggestions for mitigating those risks. 3.0 General Requirements 3.1 Contractor Personnel 3.1.1 The Construction Manager (CM) Contractor shall be responsible for all work performed under this order. Contractor CM is designated as Key Personnel in accordance with Item 3.2 below. 3.1.2 CM shall be a single point of contact for the Contracting Officer (CO). The individual designated as CM shall be equivalent in seniority to any other personnel assigned by the Contractor for this work effort. 3.1.3 CM shall be available to the CO via telephone between the hours of 7:00am through 4:30pm, Monday through Friday, except for federal holidays. Reponses to request for discussion or resolution of technical problems will be within one (1) business day of notification. 3.1.4 During the absence of the CM, only one (1) alternate shall have full authority to act for the contractor on all matters relating to work performed under this contract. 3.2 Key Personnel 3.2.1 Before replacing any individual designated as Key by the Government, the Contractor shall notify the Contracting Officer no less than five calendar days in advance, submit written justification for replacement, and provide the name and qualifications of any proposed substitute(s). All proposed substitutes shall possess qualifications equal to or superior to those of the Key person being replaced. The Contractor shall not replace Key Contractor personnel without acknowledgment from the Contracting Officer. The Government may designate additional Contractor personnel as Key at the time of award. 3.3 Pre-Performance Conference The Contractor shall attend a pre-performance conference with the Government not later than five business days after the date of award. The purpose of the Pre-Performance Conference, which will be chaired by the Contracting Officer, is to discuss technical and contracting objectives of this task order and review/clarify the Construction Management requirements of the project. 3.4 Progress Meetings The contractor shall submit a schedule for a regular project update meeting, and be available to meet with the CO upon request to present deliverables, discuss progress, exchange information and resolve emergent construction management problems and/or issues. 3.5 Travel Requirements Travel expenses (hotel, per diem, parking, etc.) will not be authorized. 3.6 Photography Any photos taken by the contractor shall not include the Veteran or any occupants of the VARO. Photographs shall not include any information that could be considered Personally Identifiable Information (PII) including license plates, addresses, names, telephone numbers or other information that might identify a Veteran or any occupants at the VARO. 3.7 Security Requirements The contractor shall ensure that all personnel (including subcontractors) assigned to perform work associated with the tasks described in this SOO have been screened through standard employment background checks. The contractor shall provide proof of these screenings upon request by the Contracting Officer. All contractor personnel must be identified with a picture ID provided by the employer and must prominently display said ID at all times while on-site. Contractor provided ID shall include, at a minimum, the employer name, employee name, and employee picture. If occupational diseases are not compensable under those statutes, they shall be covered under the employer s liability section of the insurance policy, except when contract operations are so commingled with a contractor s commercial operations that it would not be practical to require this coverage. Employer s liability coverage of at least $100,000 shall be required, except in States with exclusive or monopolistic funds that do not permit workers compensation to be written by private carriers. Accordingly, any contract resulting from this solicitation will include this clause. The contractor is advised in performing contract administration functions, the CO may use the services of a support contractor(s) retained by VA to assist in assessing the contractor's compliance with the limitations on subcontracting or percentage of work performance requirements specified in the clause. To that end, the support contractor(s) may require access to contractor's offices where the contractor's business records or other proprietary data are retained and to review such business records regarding the contractor's compliance with this requirement. The contractor is required to cooperate fully and make available any records as may be required to enable the CO to assess the contractor's compliance with the limitations on subcontracting or percentage of work performance requirement.
