Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. Solicitation number 12505B21Q0164 is issued as a request for quote (RFQ). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2021-07. This solicitation will be a 100% Total Small Business Set-Aside. he associated NAICS code is 336411, Aircraft Manufacturing, with a small business size standard of 1,500 employees and the PSC code is 1550. The Department of Agriculture (ARS) has the need for the following products: 001) High Payload Capacity Seed Spreader Hexacopter Drone Scope of Work: � The USDA-ARS Dairy Forage Research Center Farm in Prairie Du Sac, WI is requesting quotes for a high payload capacity seed spreader hexacopter drone. Background: Scientists and personnel at the US Dairy Forage Research Center have identified the need for new technologies including a seed-spreading UAV (�seeder drone�) that would allow for flexible timing when interseeding cover crops, as well as for planting intp highly erodible management zones. The seeder drone must also have all components necessary to allow for the seeding of small to medium sized cover crops with a payload capacity of 11 pounds. Research programs at the US Dairy Forage Research Center are interdisciplinary, and include the development of cropping systems that enhance forage production while protecting cropland and water resources. The seeder drone will be used in small plot field research to develop improved cover crop systems for dairy farms and it will be used at field scale at the Prairie du Sac research farm and other locations to implement and demonstrate best management practices for cover crop implementation to farmers. As needed and as the development of the seed-spreading UAV technology advances, the seeder drone will also be utilized for pesticide and fertilizer applications.��� Technical Requirements:� Specifications General Vendor must demonstrate prior experience with manufacturing specialized, high payload capacity UAV�s and seed spreader attachments that meet specifications described below. Seed-spreading UAV for planting cover crops at various crop growth stages The UAV must be a hexacopter and have a payload carrying capacity of 11 pounds. ��� The UAV must have a flight time of 40+ minutes, top speed of 45 mph, flight range of 10 miles, operate at a maximum altitude of 14,800 feet, and have the capability to operate in wind speeds up to 20 mph. The UAV operation temperature range must be from 5 to 113 degrees Fahrenheit and have a weather rating of IP52. The UAV must be designed for redundancy and stability while lifting heavier payload. The unit must come with a waterproof transport case with foam insert, flight batteries, high-capacity dual charger with 1-hour charge time, and ground controller with internal batter that has a 6-hour battery life and can be changed while in use. The unit must have the capability to be converted into a pesticide and fertilizer application system. The system must come with mission planning software, Herelink ground control station, 310 mm powered retractable landing gear tool and hardware kit,� flight controller, and top mounting plate. The system must come with an additional high-capacity AC dual battery charger. The system must come with additional solid state lithium-ion batteries for 30% longer flight times The system must come with in-person, 6-hour training provided by the vendor for up to 4 patrons. The system must include a seed spreader attachment, software, and hardware. The seed spreader attachment must have adjustable aperture sizes and have the capability to plant a wide variety of small and medium sized cover crops such as grasses, small grains, legumes, and oilseeds. The seed spreader attachment must have the capacity to carry between 6 and 8 pounds of seed per flight. Seeder drone and accessories will be manufactured according to specifications and fully functional for intended purposes. Note: NO products manufactured in China are acceptable (purchase of Chinese drones for Government use is now prohibited). Quoted products should be USA Manufactured if at all possible. Contractor�s Key Personnel: Personnel must have experience in constructing a high payload capacity UAV�s and seed spreader attachments as described in the specifications. Evaluation Factors:� Lowest price, technically acceptable. The government intends to award a firm-fixed price award based on the lowest price technically acceptable product. The lowest priced product will be evaluated first; if not found acceptable, the next lowest priced product will be evaluated, and so on until an acceptable product is identified. The government will not review higher priced products if the lowest priced product is determined to be technically acceptable. For a vendor�s products to be considered technically acceptable, they must meet all of the technical requirements identified in the solicitation. Key Deliverables: High Payload Capacity Hexacopter Drone Seed Spreader Attachment(s) Solid State Lithium-Ion Batteries (Qty: 6) High-Capacity AC Battery Charger� Waterproof Transport Case Development (if required) Delivery Training Delivery: Delivery and graining are to be made to the USDA-ARS Dairy Forage Research Center Farm located at S8822 Sunset Dr, Prairie Du Sac, WI 53578 by or before December 31, 2021. The vendor shall provide all items F.O.B: destination. Location of the Government site is aboard USDA-ARS Prairie du Sac, WI and will be identified in the contract. The Government anticipates award of a Firm Fixed Price contract. Submitting a Quote: To be eligible for an award, all contractors must be registered in the System for Award Management (SAM) with a current and active registration. A contractor can contact SAM by calling 1-866-606-8220 or e-mail at www.sam.gov. NO EXCEPTIONS. A DUNS (Dun and Bradstreet) number is required in order to register.�Vendor must also include their DUNS# on their quote. Also, to be eligible, all vendors must be NDAA 889 Certified. If they do not currently have a NDAA 889 Certification, then they must complete the attached NDAA 889 Certification form and submit it to aaron.dimeo@usda.gov so that they can be added to the list of NDAA 889 Certified vendors. The submission and payment of invoices on the resulting contract will be made through the Invoice Processing Platform (IPP). As such, vendors must be currently registered or register in IPP in order to be able to submit and receive payment on invoices for the resulting contract. � Offerors responding to this announcement shall submit their quote on�SF 1449�(see attached). The quote should include all fees, delivery charges, and/or surcharges. This will be a tax-exempt purchase. Only electronic submissions will be accepted. Please email all quotes in writing on the SF 1449 to�aaron.dimeo@usda.gov by no later than�Thursday, September 23, 2021 at 5:00 PM�Central Standard Time. Questions in regards to this combined synopsis/solicitation must be submitted through email and are due no later than�12:00 PM CST on Monday, September 20, 2021.
