- COMBINED SYNOPSIS/SOLICITATION �COMBO�: Solicitation: W50S6L-21-Q-0018 13 September 2021 Subject: 210th - PRC-117G Wired Case & Power Supply (i) This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotations are being requested and a written solicitation will not be issued. (ii) Solicitation W50S6L-21-Q-0018 is issued as a Request for Quote (RFQ). (iii) The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2021-06, effective 12 July 2021. (iv) This requirement is totally set-aside for Small Business concerns. The North American Industrial Classification System (NAICS) code associated with this procurement is 335313 with a small business size standard of 1,250 employees. (v) The Pricing Schedule is attached. (vi) The wired case and power supply must adhere to the physical/salient characteristics in the Pricing Schedule attached. �(vii) Delivery is to be within 4 months from date of award to: Joint Base Elmendorf-Richardson, Anchorage Alaska, 99506 (viii) FAR 52.212-1 Instructions to Quoters -- Commercial Items (Jul 2021) is hereby incorporated by reference, with the same force and effect as if it were given in full text. In addition to the following addendum, all terms and conditions of FAR 52.212-1 remain in effect. The following have been tailored to this procurement and are hereby added via addendum: 1. Or Equal Requirements:�(a)�If an item in this solicitation is identified as ""brand name or equal,"" the purchase description reflects the characteristics and level of quality that will satisfy the Government�s needs. The salient physical, functional, or performance characteristics that ""equal"" products must meet are specified in the solicitation. �����(b)�To be considered for award, quotes of ""equal"" products, including ""equal"" products of the brand name manufacturer, must- �����������(1)�Meet the salient physical, functional, or performance characteristic specified in this solicitation; �����������(2)�Clearly identify the item by- ����������������(i)�Brand name, if any; and ����������������(ii)�Make or model number; �����������(3)�Include descriptive literature such as illustrations, drawings, or a clear reference to previously furnished descriptive data or information available to the Contracting Officer; and �����������(4)�Clearly describe any modifications the quoter plans to make in a product to make it conform to the solicitation requirements. Mark any descriptive material to clearly show the modifications. ������(c)�The Contracting Officer will evaluate ""equal"" products on the basis of information furnished by the quoter or identified in the quote and reasonably available to the Contracting Officer. The Contracting Officer is not responsible for locating or obtaining any information not identified in the quote. ������(d)�Unless the quoter clearly indicates in its quote that the product being quoted is an ""equal"" product, the quoter shall provide the brand name product referenced in the solicitation. 2. To assure timely and equitable evaluation of the quotes, the Quoters must follow the instructions contained herein. The quote must be complete, self-sufficient, and respond directly to the requirements of this solicitation.� If selected for award, the contractor is required to accept or reject the offer within five (5) business days. Acceptance will be issued by returning a signed copy of the offer (contract) to the contracting officer. 3.� Specific Instructions:� The response shall consist of the following: Submit one (1) copy of completed price schedule on page 2, and any additional pertinent information. (ix) FAR 52.212-2 Evaluation -- Commercial Items (Oct 2014) this provision has been tailored to this procurement and is provided in full-text below: The Government will issue a purchase order resulting from this solicitation to the quoter whose quote, conforming to the solicitation, will be most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate quotes: Technical acceptability will consist of meeting all specific instructions related to �or equal� instructions. Price Past Performance Technical acceptability: The government will evaluate quotes on the basis of whether or not the provided quote is technically acceptable. The Contracting Officer will evaluate ""equal"" products on the basis of information furnished by the quoter or identified in the quote and reasonably available to the Contracting Officer. The Contracting Officer is not responsible for locating or obtaining any information not identified in the quote. Price: The total evaluated price will include the total price of all line items, to include option line items (if any). Interested parties are reminded that this is a Best Value procurement and lowest price does not constitute award. Past Performance: Past Performance will be evaluated in accordance FAR 13.106-2(b)(3)(ii). The Contracting Officer may evaluate past performance based on customer surveys, the Contractor Performance Assessment Reporting System (CPARS), or any other reasonable basis. The contracting officer may use his/her previous experience with the items and services being acquired. (x) Each vendor shall ensure the provision at FAR 52.212-3 including its Alternate I, Vendors Representations and Certifications--Commercial Items (Feb 2021) are updated at www.sam.gov. Failure to obtain SAM registration will result in submissions not being considered for award. (xi) The clause at FAR 52.212-4, Contract Terms and Conditions � Commercial Items (Oct 2018), is hereby incorporated by reference, with the same force and effect as if it were given in full text. (xii) The clause at FAR 52.212-5, Contract Terms and Conditions Required To Implement Statutes Or Executive Orders � Commercial Items (Jul 2021), �is hereby incorporated by reference, with the same force and effect as if it were given in full text. Additionally, provisions/clauses are attached. FAR 52.217-7 Option for Increased Quantity-Separately Priced Line Item (Mar 1989) this clause has been tailored to this procurement and is provided in full-text below: The Government may require the delivery of the numbered line item, identified in the Schedule as an option item, in the quantity and at the price stated in the Schedule. The Contracting Officer may exercise the option by written notice to the Contractor within 30 calendar days after award date. Delivery of added items shall continue at the same rate that like items are called for under the contract, unless the parties otherwise agree.
