- This is a Combined Synopsis/Solicitation for commercial supplies/services prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. The National Institutes of Health (NIH), Clinical Center (CC) has a need for a new, state-of-the-art adult medical simulator is required to fully optimize learner experience and further advance the NIH CC Simulation Program. The Federal Government intends to award a Firm-Fixed Price (FFP) purchase order.� This is a small business set aside.� All concerns may submit a response to this solicitation. The North American Industry Classification System (NAICS) Code for this requirement is 334510 and the Small Business Size Standard is $16.5 Million Dollars in Annual Receipts. �� Requirements of the Adult Simulator: High-Fidelity, interactive life-like Simulator representative of age 21+ State-of-the-art robotic technology Male/female interchangeable simulator Full speech and bodily sound inventory Articulating limbs Patient monitor to include vital sign imaging for ICU, floor, or code blue response settings Pulmonary artery pressures Arterial lines etCO2 monitoring Transcutaneous pacing Defibrillation Anatomically accurate oral cavity, airway, and lungs; ability to simulate: tracheostomy, intubation with endotracheal tubes Ability to simulate emergency cricothyroidotomy Needle Decompression Chest Tube placement Ultrasound fiduciaries Compatible with the ASL 500 Ventilator Simulator Intra Osseous capabilities Pupillary reflexes and unilateral pupillary abnormalities Independent normal/abnormal heart sounds at aortic, pulmonic, and mitral sites Ability to invoke seizure activity globally and unilaterally Authentic patient monitoring to include SpO2, EKG, live pacing, and defibrillation which interacts with current medical healthcare equipment Ability to simulate life-like expressions, verbiage, emotions via remote tablet/simulation equipment for life-like experience Must have the following miscellaneous options: Able to facilitate in situ simulation experiences Mobile simulation monitoring capabilities Ability to preprogram simulation scenarios Wireless, tetherless simulator Award of this requirement shall be predicated on �Best Value.� The Contracting Officer (CO) will determine �Best Value� to the Government based on the highest technically rated Offeror whose price is found to be fair and reasonable. A comparative evaluation of offers shall be conducted in accordance with FAR Subpart 13.106-2 (3). The following factors, listed in descending order of importance will be used to evaluate offers: (1) Technical Qualifications, (2) Past Performance of 3 recent contracts/awards similar in scope and size and (3) Price.
