Description
This notice is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, Streamlined Procedures for Evaluation and Solicitation for Commercial Items, as supplemented with additional information included in this notice.� This announcement constitutes the only solicitation; offers are being requested and a written solicitation document will not be issued. This solicitation is being issued using simplified acquisition procedures under the authority of FAR 13.5, Simplified Procedures for Certain Commercial Items. This notice is being issued as Request for Quotations (RFQ) under solicitation number (RFQ) 80JSC021Q0018 for a Dusty Thermal Vacuum Chamber (DTVC). See attached Specifications-Statement of Work (SOW). The provisions and clauses in the RFQ are those in effect through FAC Federal Acquisition Circular 2021-07. This acquisition is a total (100%) small business set-aside. The NAICS Code and Size Standard are 334513, Instruments and Related Products Manufacturing for Measuring, Displaying, and Controlling Industrial Process Variables, and 750 employees, respectively.� The offeror shall state in their offer their size status for this acquisition. All responsible sources may submit an offer which shall be considered by the agency. Delivery to NASA/ Johnson Space Center (JSC) is required no later than 20 weeks (5 months) after receipt of order.� See Specifications-Statement of Work (SOW) for delivery schedule.� Delivery shall be free on board (FOB) Destination. Offers for the items(s) described above are due via email by September 22, 2021 no later than 4:30 pm Central Standard Time (CST) to Florence.a.ahadzie@nasa.gov and must include, solicitation number, FOB destination to this Center, proposed delivery schedule, discount/payment terms, warranty duration (if applicable), taxpayer identification number (TIN), identification of any special commercial terms, and be signed by an authorized company representative.� Offerors are encouraged to use the Standard Form 1449, Solicitation/Contract/Order for Commercial Items form found at URL:https://www.gsa.gov/forms-library/solicitationcontractorder-commercial-items The following provisions and clauses apply to this acquisition and can be accessed electronically in full text at: FAR - https://www.acquisition.gov/browse/index/far���������� NFS - https://www.hq.nasa.gov/office/procurement/regs/NFS.pdf FAR 52.252-1, Solicitation Provisions Incorporated by Reference are as follows: FAR 52.212-1, Instructions to Offerers Commercial Items.� Offerors shall provide the information required by FAR 52.212-1, Instructions to Offerors-Commercial Items (SEP 2021) which is incorporated by reference.� Addenda to FAR 52.212-1 are as follows: If the end product(s) offered is other than domestic end product(s) as defined in the clause entitled ""Buy American Act -- Supplies,"" the offeror shall so state and shall list the country of origin. FAR 52.212-2, Evaluation -- Commercial Items (OCT 2014). The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors are in descending order of importance and shall be used to evaluate offers: Technical specifications of the Dusty Thermal Vacuum Chamber (DTVC).� Evaluation Criteria: a.�� Lunar Dust Tolerant:� Protected from dust and regolith ingestion that will be used in the chamber. b.�� Throttleable Pump-Down:� Allow throttling for slow pump-down from 1 atmosphere to the 1 Torr range. c.�� Vacuum capable to the 10-6 Torr range:� Baseline vacuum capability in the 10-6 Torr range. d.�� Less Than 2 �C Gradient across Shroud Surface: Thermal gradient of less than 2 �C across shroud surface during thermal conditioning. e.�� Solar Simulation Ready: Prepped for future install of solar simulation package to be located at the top of the chamber An end product that is more likely to exceed requirements will be rated higher than an end product that is only likely to meet requirements or unlikely to meet requirements. 2. Price will be evaluated for reasonableness of the total price. Price realism assessment will be performed. Realism will be assessed to ensure the price is realistic for the offeror to successfully fulfill the requirements of this effort. 3.� The ability of the vendor to meet, or exceed, the requested delivery schedule.� FAR 52.212-3, Offeror Representations and Certifications -- Commercial Items (FEB 2021).
