Description

This is a combined synopsis/solicitation for commercial services prepared in accordance with the format in FAR 12.6 as supplemented with FAR 13 and additional information included in this notice. The incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2021-06. THIS ANNOUNCEMENT CONSTITUTES THE ONLY SOLICITATION. A SEPARATE SOLICITATION DOCUMENT (I.E. STANDARD FORM) WILL NOT BE ISSUED. The solicitation number for this acquisition is RFQ-FDA- 75F40121Q00114 and is being issued as a Request for Quote (RFQ). The NAICS Code for this solicitation: 334516 Analytical Laboratory Instrument Manufacturing. The Small Business Size Standard is 1,000 employees. This is a brand-name or equal 100% Small Business Set-Aside RFQ. Simplified acquisition procedures will be utilized. The U. S Food & Drug Administration (FDA), Office of Acquisitions and Grant Services (OAGS) requires one (1) INTEGRA Biosciences MEDIAJET or equal. Inquires Offerors must submit all questions concerning this solicitation in writing electronically to adam.powell@fda.hhs.gov. Questions must be received no later than August 2, 2021 5:00 p.m. Eastern Standard Time. Any responses to questions will be made in writing, without identification of the questioner, and will be included in an amendment to the solicitation. Even if provided in other form, only the question responses included in the amendment to the solicitation will govern performance of the contract. � BACKGROUND INFORMATION The FDA Center for Food Safety and Applied Nutrition (CFSAN) is a national leader in protecting and promoting public health. The Center provides services to consumers, domestic and foreign industry and other outside groups regarding field programs; agency administrative tasks; scientific analysis and support; and policy, planning and handling of critical issues related to food and cosmetics. FDA CFSAN�s Gulf Coast Seafood Lab (GCSL) conducts food safety research. At the FDA GCSL, studies are continuously being performed on many bacteria and viruses in food products that affect the health and safety of the population. Each of these studies require a large amount of media, which is used to grow the microbes for study, determine the level of contamination in products, assess the efficacy of lab procedures, and discover new and innovative ways to ensure the health and safety of the population. To fulfill its mission, FDA GCSL have been utilizing an INTEGRA Biosciences MEDIAJET, which is approaching the end of its useful life. The MEDIAJET is equipped with a UV lamp at the dispensing site to ensure sterility. The UV lamp mount is broken, rendering the UV lamp useless. This can negatively affect the quality of the prepared media, increasing the risk of contamination. FDA GCSL is manually disinfecting the dispensing area with alcohol before use, but FDA GCSL can�t access this area during use. Additionally, the intricate parts to the peristaltic pump, which moves the media from a container to petri dishes or tubes, are becoming worn. This results in leakage and a disproportionate amount of media being dispensed, increasing media usage and costs. As a result, FDA GCSL requires a new MEDIAJET or equivalent system.
