Description
This is a follow up to posting number PLEOCOMSATCOM02, Request for Information, titled Capabilities of Proliferated�Low Earth Orbit (P-LEO) Commercial Satellite Communication Services. The Commercial Satellite Communication Office of Space Systems Command (SSC) is seeking Industry�s feedback on portions of the Proliferated Low Earth Orbit (PLEO) satellite services Draft Request for Proposal (RFP) and input to inform its Acquisition Strategy on the commerciality of the service offerings market capability/technologies that are available or could be available in the near future. The draft documents will be provided upon request to potential offerors via email. This PLEO Program intends to award a multiple award Indefinite Delivery, Indefinite Quantity (IDIQ) contract to all qualifying offerors to acquire commercial services for Department of Defense (DoD) via full and open competition. The Government may incorporate feedback from this Draft RFP into the Final RFP. Information received will be protected in accordance with restrictive legends furnished. Do not submit proprietary information.� Proprietary submittals will not be reviewed and will be rejected. The Government reserves the right to not adjudicate comments and provide feedback to industry. Portions of the draft RFP will be provided to interested, potential Offerors via email. Responses from qualified small and small disadvantage businesses are encouraged. The size standard for NAICS 517410 is $35M. Feedback Requested: The Government is looking for specific feedback on portions of the draft RFP package as well as the commerciality of the service offerings.� The Government is NOT looking for alternative acquisition approaches or expanding the scope of this procurement beyond the current, stated, need (Commercial proliferated LEO-based services).� The contract award is estimated to be in early 2022. Specifically, SSC requests feedback of: Potential CLIN Structure CSCO would like to purchase packages of service in a manner similar to your commercial offerings.� The sample CLIN structure has major classes of service.� It is expected that each offeror will propose services and related items within the overall CLIN structure provided.� Are there other services or classes of service that need to be added to the CLIN Structure that drive PWS revisions? Should the CLINs for services be structured differently than the attached sample? If so, what could be changed to more accurately reflect a company�s offerings and more closely resemble the current commercial market? Items that are difficult/impossible to comply with and that would cause a potential offeror to not propose.� Please state the concern, the rationale for the concern and possible mitigation approaches the government might employ. �Please pay particular attention to the requirements stated in the PWS and the associated Section L and Section M. Items that may offer additional value to the government within the scope of the procurement identified above (Commercial proliferated LEO-based services). Appropriateness of Contract Data Requirements List (CDRLs). Commerciality of offerings Please provide information that may assist the Government with the determination that your service offering meets the commercial item definition in FAR 2.101 by the proposed CLIN structure and/or PWS requirements. If there is a suggested alternate CLIN structure, provide information on how the suggested alternate meets the commercial item definition. Provide substantiating information for the subparagraph and examples of how it fits into that definition. Provide any applicable industry standards, regulations, commercial business practices, or process guides if applicable to the service you provide. Provide any differences between terms and conditions offered to the Government versus commercial customers. Compliance with requirements DFARS 252.215-7010, Requirements for Certified Cost or Pricing Data and Data Other Than Certified Cost of Pricing Data Specifically paragraph (b)(1)(ii) Provide associated contract number and DoD component if previously determined to be commercial. Comments are due by 4:00 PM PDT on October 6, 2021.
