Description
The Department of Veterans Affairs, Network Contracting Office 09, hereby provides notice of its intent to award a sole source, firm fixed-price follow-on procurement of Remote Automated Laboratory System (RALS) Interface from Abbott Rapid Diagnostics Informatics, Inc., the manufacturer and Small business (previously Alere Informatics, Inc.), for Point-of-Care (POC) testing device connectivity. The contract is expected to be awarded in accordance with FAR 13.5 Simplified Procedures for Certain Commercial Items and specifically FAR 13.501 Special Documentation Requirements, where acquisitions conducted under Simplified Acquisition Procedures are exempt from the requirements of FAR Part 6, but still require a justification using the format of FAR 6.303 2. A Justification for Other Than Full and Open Competition has been approved. The anticipated award date is Sept 16, 2021. The contractor will provide software and capability to the Pathology and Laboratory Medicine Services within the Midsouth Healthcare Network (MHN), Veterans Integrated Services Network (VISN 9), including Lexington VA Medical Center (VAMC), Robley Rex VAMC, Memphis VAMC, James H Quillen VAMC, Alvin C. York VAMC, and Nashville VAMC. NAICS code: 541512 Computer Systems Design Services (SBA Size Standard 1250 Employees) PSC: 7H20 IT and Telecom Platform Products: Database, Mainframe, Middleware (Hw, Perpetual License Software) The RALS system software license agreement ensures a continuity of services by allowing the end user to monitor tests conducted at the POC using a multitude of analyzers and testing devices currently owned by the Government. The system also serves to meet numerous accreditation requirements for laboratory testing performed in the VISN. The software s interfacing design provides a capability to remotely manage, update, review and troubleshoot devices with relative ease. Any other manufacturer s software would present significant challenges and unmitigated risks to the government during integration and attempted interfacing with existing VA technology across multiple devices and is not in the best interest of Veteran patients. THIS NOTICE OF INTENT IS NOT A SOLICITATION OR REQUEST FOR COMPETITIVE QUOTES. However, interested parties may identify their interest and capability to respond to this requirement within two calendar days after publication of this notice. A determination not to compete this requirement, based upon responses to this notice, is solely within the discretion of the Government. Information received will normally be considered solely for determining whether to conduct a competitive procurement. The Department of Veterans Affairs will NOT be responsible for any costs incurred by interested parties in responding to this notice of intent. Only written responses will be considered. All responses from responsible sources will be fully considered. As a result of analyzing responses to this notice of intent, the Government shall determine if a solicitation will be issued. Any prospective contractor must be registered in the System for Award Management (SAM) to be eligible for award. Interested parties are encouraged to furnish information by email only with RESPONSE TO INTENT TO SOLE SOURCE REMOTE AUTOMATED LABORATORY STYSTEM in the subject line. All documents submitted will not be returned. All interested parties shall submit clear and convincing documentation demonstrating their capabilities to satisfy the requirements listed above to Darrin Nicholson, Contracting Officer, by email at Darrin.nicholson@va.gov NO LATER THAN 4:00 PM Central. The capability documentation should include general information and technical background describing in detail the prospective contractor's capabilities and experience that will demonstrate the ability to support these requirements.
