- Description
- The National Library of Medicine (NLM), has an urgent and compelling need�to negotiate on a sole source basis�with with CCS Content Conversation Specialists, Weidestrasse 134, 22083 Hamburg, Germany, to procure docWorks Pro Plus software to process images generated as part of its ongoing digitization program.� CCS Conversion Specialist is the proprietary software holder and no other supplies or services will satisfy agency requirements. The Library has an ongoing program to digitize historical medical print materials from its collections. The continued use of the docWorks Pro Plus software will ensure that the Library's digital images of printed works will be processed in a manner that is consistent with previously scanned content and conforms to NLM's existing digital project workflows and output files meet digital repository data management requirements. The Library has identified docWorks as the only currently available, fully developed robust image processing software that is ready to be deployed to meet its ongoing digitization needs. The period of performance shall be one year from date of award with 4 (4) additional one-year option periods. The North American Industry Classification System (NAICS) code for this acquisition is 545111. The small business size standard for this acquisition is $25.5 million. This is not a Request for Proposal (RFP), nor is a RFP available. This announcement constitutes the only synopsis for this requirement and is issued for notification purposes only. Any responsive source that believes it is capable of meeting NLM�s requirement, as stated herein, may submit their corporate capabilities, which, if received by the response date of this announcement, may be considered. Responses to this posting must be submitted via NLM�s Electronic Contract Proposal Submission (eCPS) system at https://ecps.nih.gov/nlm, no later than 10:00 am, (Eastern Standard Time), Wednesday, September 15, 2021. A determination by the Government does not compete this proposed requirement based upon responses to this notice is solely within the discretion of the Government. Note: For directions on using eCPS, go to https://ecps.nih.gov/nlm/home/ and click on �How to Submit.� To submit your electronic proposal using eCPS, all offerors must have a valid NIH External Directory Account, which provides authentication and serves as a vehicle for secure transmission of documents and communication with the NLM. The NIH External Directory Account registration process may take up to 24 hours to become active. Submission of proposals by facsimile or email is not accepted. The Government may award a contract on the basis of the initial offer received, without discussions.�Therefore, the initial offer should contain the offeror's best terms from a cost or price and technical standpoint. This solicitation does not commit the Government to pay for the cost of preparation and submission of a proposal.� The Contracting Officer is the only individual who can legally commit the Government to the expenditure of public funds in connection with the proposed acquisition. Any other commitment, either explicit or implied, is invalid.
