Description
Request for Quote For Landfill Post-Closure Maintenance Vandenberg SFB (FA461021Q0054) (i) This is a solicitation for commercial service prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be posted on sam.gov. (ii) Solicitation FA461021Q0054 is issued as a Request for Quotation (RFQ). (iii) The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 20201-06, effective 12 July 2021. (iv) The associated NAICS code is 562910-REM, ""Remediation Services"". A 100% Small Business set aside will apply with a size standard of 750 employees. (v) A Pricing Schedule, including all contract line items (CLINS), is incorporated as Attachment 1 - Price Schedule. Vendors shall complete the attachment in its entirety and return with any other documentation/data as required. (vi) Delivery shall be FOB Destination. All services are to be performed on Vandenberg Space Force Base, CA. (vii) FAR 52.212-1 Instructions to Offerors -- Commercial Items (Jul 2021) is hereby incorporated by reference, with the same force and effect as if it were given in full text. (viii) FAR 52.212-2 Evaluation-- Commercial Items (Oct 2014) is hereby incorporated by full text: a. The Government will award a 5-Year Requirements IDIQ resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate offers: I. Price II. Technical capability in accordance with the Performance Work Statement (PWS) b. Options: N/A c. A written notice of award or acceptance of an offer, mailed or otherwise furnished to the successful offeror within the time for acceptance specified in the offer, shall result in a binding contract without further action by either party. Before the offer's specified expiration time, the Government may accept an offer (or part of an offer), whether or not there are negotiations after its receipt, unless a written notice of withdrawal is received before award. (End of Provision) (ix) The clause at FAR 52.212-4, Contract Terms and Conditions Commercial Items (Oct 2018), is hereby incorporated by reference, with the same force and effect as if it were given in full text. (x) The clause at FAR 52.212-5, Contract Terms and Conditions Required To Implement Statutes Or Executive Orders Commercial Items (July 2020), is hereby incorporated by reference, with the same force and effect as if it were given in full text. Lack of registration in SAM will render an offeror ineligible for contract award. (xii) NOTICE TO ALL INTERESTED PARTIES: Offers: Quotes are due no later than 1300 PST on 22�SEPTEMBER 2021. Quotes shall include the following: a. Price Schedule b. Technical Capability Questionnaire (xiii) Quotations shall be submitted electronically via e-mail to Lt Robert Ruble at robert.ruble.4@spaceforce.mil For further information or questions regarding this solicitation please contact the same. Quotes submitted electronically are cautioned that DOD systems have very strict firewall protocols and the Government will not be held responsible for timely and complete receipt of quotes by email. If submitting quote by e-mail the size should not exceed 10MB. The government will respond to each offer, via email, to confirm receipt. If you do not receive this confirmation please inquire by phone immediately at 805-606-2480. (xiv) List of Attachments: a. Attachment 1 - Price Schedule b. Attachment 2 Technical Acceptability Questionnaire Addendum FAR 52.212-2 BASIS FOR CONTRACT AWARD: Contract award will made to the responsible offeror whose quote conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following documents will be evaluated for completeness and compliance with the requirements of the Request for Quote. Please refer to the instructions in 52.212-1 Addendum. Incomplete items may be a basis for rejection: Part I, Pricing Schedule (a) For each ordering period tab, has the offeror filled in unit prices for all items that have an estimated quantity other than zero, and are mathematical calculations correct, to include extended prices for each priced line item and the summary totals on the Final Prices tab. (b) Price Quotes will be ranked from lowest to highest Total Evaluated Price (TEP). The Total Evaluated Price will be derived Attachment 2, Pricing Schedule, Total Price tab. The offeror is responsible for ensuring the accuracy of this final value. Part II, Attachment 2 Technical Questionnaire (a) The Government technical evaluation team shall evaluate the technical quotes on an acceptable/unacceptable basis, assigning a rating of ""Acceptable"" or ""Unacceptable"" rating. An offer must be rated ""Acceptable"" in ALL factors to be eligible for award. An ""Unacceptable"" rating in any factor will result in the overall technical proposal being rated ""Unacceptable"" and the proposal will therefore be ineligible for award. Technical acceptability will be established based on if the proposed narrative or plans satisfy the Governments minimum requirements as identified in the Performance Work Statement. This includes completely filling out Attachment 2 Technical questionnaire and specifically addressing each sub factor in their entirety. Failure to address each factor & sub factor within the Technical Questionnaire will result in an ""Unacceptable"" rating. (b) The following adjectival rating and rating definitions will be used to assign a rating for each technical factor and subfactor and an overall rating to each technical quote. Rating Definition Acceptable: All of the minimum criteria as defined in the technical questionnaire are clearly met by the quote. The offeror's quote meets the performance and technical capability requirements defined in Attachment 1 Performance Work Statement. Unacceptable: Not all the minimum acceptable criteria are met by the quote. An unacceptable quote contains one or more deficiencies. Quote fails to meet specified minimum performance and technical capability requirements defined in the Performance Work Statement. M-2 CONTRACT AWARD. After preliminary consideration of all quotes to determine responsiveness and responsibility, quotes will be evaluated from the lowest to highest price before reviewing technical acceptability. If the lowest-priced quote is found technically acceptable award will then be made to that offeror and no other quotes will be evaluated for technical acceptability. If not, the next lowest will be evaluated in turn for technical acceptability and so on until an offeror is found to be technically acceptable. If after review of all quotes, no offeror is found to be technically acceptable, the government reserves the right to cancel the solicitation in its entirety. The Government reserves the right to conduct interchanges with one, some or none of the offerors if deemed in its best interest. Offerors are cautioned to submit sufficient information and in the format specified in 52.212-1. Offerors may be asked to clarify certain aspects of their quote. Communication conducted to resolve minor or clerical errors will not constitute discussions and the Contracting Officer reserves the right to award a contract without the opportunity for quote revision. M-3 CONTRACTOR RESPONSIBILITY. Prior to an award, an offeror may be requested to provide business information for the purpose of a responsibility determination in accordance with FAR Part 9. Failure to provide requested information may result in a determination of non-responsibility, and the offeror would then be considered ineligible for award.
