Description
We reviewed the Statement of Work. Please clarify the following: Page 4 of 26 Item 1.1 calls for a universal EPA certification. This is only applicable to refrigeration work. There is no refrigeration work in the scope. Boiler service engineers do not have universal EPA certificates. Please remove from spec. After discussion with the Plant Supervisor, it is our understanding that this is needed in order to ensure the Boiler exhaust to be within regulations. Page 5 Item 1.3.2- We understand that emergency service capability is required. Does the contractor need to have personnel within a reasonable driving distance from the facility? What is the maximum acceptable distance? Please see section 1.5.5.1.1; The facility maintenance Contractor shall determine the EMERGENCY nature, based on criteria noted in the Response Definitions table at page 1 above, of the warranty service call, with confirmation by the on-site COR, where the warranty outside contractor shall respond on-site within 4 hours to conduct evaluation and determine course of action and initiate work within 2 hours following the on-site response time. Work shall continue until the problem is repaired/ resolved. Page 5 Item 1.3.4 Calls out VHA Directive 1810 as Attachment D. Appendix B of this document includes QPI inspections, boiler maintenance, tank cleaning and boiler cleaning. These tasks are typically performed by different contractors independent of each other and may already be included in other contracts. For purpose of clarity- which Directive 1810 Appendix B items are intended to be included in this bid? Please see section 1.1. of the SOW, last paragraph specifies a Qualified Boiler Maintainer which shall compete items 6-17 (including subsections) of Appendix B in VHA 1810. This work shall be included as part of this contract. Items 1-5 shall be completed by a QPI via a separate contract. Page 6 Item 1.4.1 to 1.4.3 and Page 10 Item 1.5.8. Please confirm that REPAIRS and hardware REPLACEMENT are to be quoted. Yes, repairs and hardware replacements are to be quoted. Furthermore, it is our understanding that very small dollar minor items can be covered under the parts allotment. Anything large and major requires a review for fair and reasonable assessment.
