Description
A copy of the formal Solicitation (SF33) and supporting information is attached to this notification; all responsible sources may submit a�proposal, which shall be considered by the agency. The source of the requirement is the Naval Facilities Engineering Systems Command Southwest (NAVFAC SW), Environmental Business Line. The Navy and Marine Corps requires various environmental services, including: (1) Operation and Maintenance of Government-Owned Facilities (GOCO) for the processing and disposition of Industrial and/or Oily Wastes (IW/OW), (2) Hazardous Waste (HW) services, including associated oil and hazardous substance (OHS) spill response, and (3) professional services for environmental compliance projects. These services will have contractors meet various operational, legal, and regulatory stewardship requirements for Navy and Marine Corps Installations in the Southwest Region. The acquisition strategy is to pursue a single award, combination firm-fixed-price (FFP) and indefinite delivery / indefinite quantity (IDIQ) contract for environmental services. The performance period will be for a one-year base period plus seven one-year option periods, as authorized in accordance with agency procedures per FAR 17.204(e) procedures. These services are consistent with FAR 37.101 definition for services contracts, and the Performance Work Statement (PWS) is consistent with Performance-Based service contracting. This procurement will replace the contract for similar services awarded in FY17, N62473-17-C-0001. Information about the current contract and the incumbent contractor (e.g., value of last option exercised, firm name, address, etc.) is attached to the solicitation package. Requests under the Freedom of Information Act are not required for this information. The Contractor will perform environmental services for three major categories of services. First, the Contractor shall operate Government-owned treatment plants and collection systems for IW/OW at Naval Base San Diego, Naval Base Coronado, and Naval Base Point Loma. Second, the Contractor shall manage Hazardous Material (HM), Hazardous Waste (HW), and Other Regulated Waste (ORW) collection sites for compliance and disposal, including Containerized Solid Waste (CSW), and perform OHS spill response. Third, the Contractor shall conduct services for Environmental Compliance projects, as ordered on an IDIQ basis. The Product and Service Code is M1PD Operation of Waste Treatment and Storage Facilities aligns with the DOD�s taxonomy of services associated with the acquisition of services for Facility Related Services. A site visit for this project has already occured (August 18,�2021) at Naval Base Coronado, North Island (NBCNI); no more site visits are planned for this contract opportunity. For reference, the Request for Information (RFI) period is set to end by August 31st 2021; see solicitation documents (Section L) for more details on RFI and proposal requirements. Amendment 0001 has been posted with answers to RFI, and also closing the RFI period with formal responses. Acknowledgement of Amendment 0001 is required of Offerors with their proposal. Amendment 0002 has posted, which adds-in a required portion of Section F that has not yet been posted to the Contract Opportunities; acknowledgement of all Amendments is required of Offerors in thier Proposal Package. The pending solicitation described herein is intended for full-and-open competition among responsible, eligible offerors. This combination of environmental services are in need of a qualified, capable, and experienced contractor to meet all of the complex and interrelated requirements of the Government, and the program management of such a significant and complex bunch of programs is significant. Market Research was performed in evaluation of the marketplace, including the results of a Sources Sought Notification (N6247321S0229), where the capabilities and interest of industry was evaluated in coordination with the Small Business Administration. The Government has approved a Small Business Coordination Record (DD2579) to record the details of the decision for full-and-open competition of this solicitation.
