A single award acquisition will be made. The awardee must be HUBZone Small Business certified at time of award. The project consists of two line items. Line item one Provide all administration, facilities, materials, labor, and equipment and perform all operations necessary to complete design and construction as identified in the contract documents, to include, but not limited to specifications and drawings identified herein. 0001 CONSTRUCT SUPPORT EQUIPMENT PARKING SHELTER PROJECT NO. 17-0024 JLSS 17-0024, Support Equipment Parking Shelter will be approximately 1,600 square feet. This shelter will house eight (8) LOX carts, two (2) gaseous oxygen (GOX) carts, and Patient Therapeutic (PT) LOX Converter lockers and accompanying support equipment. The parking area shall be 20 feet wide in front of the shelter to accommodate vehicle movement, safety margins, and equipment towing operations. The access roads will be single lane and may be asphalt where allowed by regulations. Project will include the addition of flight line roadway striping to facilitate access to the storage location, with stop signs and safety signs to keep traffic from stopping within the aircraft taxiway object free area. The facility will include a subterranean storm water management system which will tie into the existing base storm water system and connect with the adjacent JLSS 17-0001 construction work. 365 days. Line item two : �OPTION CLIN Provide all administration, facilities, materials, labor, and equipment and perform all operations necessary to complete design and construction as identified in the contract documents, to include, but not limited to specifications and drawings identified herein. OPTION� 0002� CONSTRUCT LIQUID OXYGEN STORAGE FACILITY PROJECT NO. 17-0001 JLSS 17-0001, LOX Storage Facility will be approximately 2,000 square feet and house two (2) 3,000 gallon liquid oxygen storage tanks. The facility will include one 8ft x 8ft room for personnel changing area, storage of personal protective equipment, and records. One small infrared heater will be located in the changing room for use during extremely cold weather. A telephone is required for emergency use. The existing temporary security fence will be demolished and must be replaced with a permanent fence with gates to permit access to the facility and to the adjacent flight line. The facility will include a subterranean storm water management system which will tie into the existing base storm water system and connect with the adjacent JLSS 17-0024 construction work. 365 days. Funds are not presently available for this project. No award will be made until funds are available. The project site is located at the 911th AW (AFRC), Pittsburgh Air Reserve Station, 2375 Defense Ave, Coraopolis, PA 15108. The magnitude of this project is between $1,000,000 and $5,000,000. Total contract performance period is 365 calendar days from the date of receipt of the notice to proceed for each CLIN. I f both CLINS awarded govt prefers concurrent performance of each CLIN. The award will be a Firm-Fixed Price contract. The NAICS Code is 236220; the Size Standard is $39.5 million average annual receipts over the past three years. Paper copies of the solicitation will not be provided as these documents, which include the solicitation, drawings, and specifications, can be downloaded from the site for federal business opportunities at https://www.beta.sam.gov and should be available on or about�6 July 2021. As this is a federal construction project, the Construction Wage Rate Requirement applies. Once the solicitation is posted, it is incumbent upon the interested parties to review this posting frequently for any updates, changes, and/or amendments to any and all documents. The closing date for submission of offers is estimated to be on or about Tuesday, 21�September 2021 at 1:00 PM EST�and will be contained in the solicitation package. To be included on the Potential Prime, Subcontractor, and/or Supplier List, interested parties should identify themselves by registering on the Interested Vendors List (IVL) found on the beta.sam.gov website.� Contractors are advised that in order to receive an award as the prime contractor, they must be listed and active in the System for Award Management (SAM) database for the NAICS code 236220. Failure to register will disqualify a contractor from award should the contractor be selected, not registered, nor active at the time of bid opening. Contractors may register via the Internet SAM website at https://www.sam.gov.Recommend registering immediately in order to be eligible for timely award. Contractors are also advised that they must complete the Online Representations and Certifications Application or risk having their proposals declared non-responsive. Prime contractors, subcontractors and/or suppliers may attend the site visit which is anticipated to be on or about�Wednesday 21 July 2021. All responsible sources may submit a proposal which shall be considered by the Air Force Reserves. The dates cited above are estimates, not actual. SITE VISIT: A pre-bid conference will be conducted�on 1300 (1:00pm) Eastern time, Wednesday 21 July 2021.�Building 333 Conference Room (Civil Engineering), 911 AW, Coraopolis, PA 15108.� Site visits will follow the pre-bid conference. Information provided at this site visit as well as answers to questions shall not change/qualify the terms and conditions of the solicitation and specifications.� Terms remain unchanged unless the solicitation is amended in writing.� If an amendment is issued, normal procedures relating to the acknowledgment and receipt of solicitation amendments shall apply.
