- This is a Combined Synopsis Solicitation.� Instructions are included in combined synopsis.� 889 Contractor Provisions memo should be filled out and�returned with quote. �Provide and Deliver precast concrete blocks to Fort Drum.� Blocks will be IAW American Concrete Institure Standards (ACI) and the American Society for Testing and Materials (ASTM).� Sizing and jointing will be IAW attached published blueprints.�Quantities are in the CLIN description and provided blueprints.�
