- Description
- The US Embassy in Kyiv, Ukraine, has a requirement for a supply of breath alcohol testing equipment: portable breath alcohol testers and compatible portable thermal printers. Please note that this is a solicitation for a commercial item, prepared in accordance with the format FAR 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; offers are being requested and a written solicitation will not be issued. The solicitation number is PR10076650 and is issued as a Request for Quotation. The solicitation/contract will include all applicable provisions and clauses in effect through FAC 2021-06. Items to be acquired: 1) portable breath alcohol testers � 100ea; 2) compatible portable thermal printers � 100ea.; Please see attached Scope Of Works (SOW) for the details. Delivery terms are DDP Kyiv, Ukraine, and required items shall be delivered to the U.S. Embassy Kyiv, 4 A.I. Sikorsky St., Ukraine, no later than 60 days after contract award. Award will be made to the lowest-priced, technically acceptable offeror. We intend to award a contract based on initial quotations, without holding discussions, although we may hold discussions with companies in the competitive range if there is a need to do so. The quotations must be submitted electronically by e-mail to: KyivSolicitations@state.gov with the subject line �INL: Breathalyzers for TCPOs � PR10076650� on or before 17:00 September 20, 2021, local Kyiv time. No offers will be accepted after the indicated deadline. All responsible sources may submit an offer that shall be considered. If there are any questions regarding this solicitation please contact KyivSolicitations@state.gov during regular business hours. The deadline for receipt of questions is 17:00 Kyiv local time on September 6, 2021. Please be advised that according to FAR 4.1102 and FAR 52.204-7 if amount of contract action exceeds $30,000.00, all prospective offerors should be registered in System for Award Management (SAM, www.sam.gov) at the time an offer or a quotation is submitted, and shall continue to be registered until time of the award of the contract, during performance, and through final payment under the contract. In case the offeror is not registered in SAM at the time an offer or a quotation is submitted, the Contracting Officer will proceed with an award to the next otherwise successful registered offeror. To be considered for the award, all vendors submitting offers or quotations for this requirement must self-certify conformance in their profile at SAM.gov representations as required in FAR 52.204-24, FAR 52.204-25 and FAR 52.204-26 in accordance with FAR Interim Rule 2019-009. Vendors that fail to complete self-certification or present a record that does not reflect conformance at FAR 52.204-24, FAR 52.204-26 and FAR 52.212-3 (v) within SAM.gov will not be considered for the award.
