- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. This is a Request for Quote (RFQ) and the solicitation number is 36C24E21Q0246. The government anticipates awarding a firm-fixed price contract resulting from this combined synopsis/solicitation. This solicitation is issued as a 100% set aside for Service-Disabled Veteran-Owned Small Business (SDVOSB) concerns. It is the responsibility of the contractor to be familiar with the applicable clauses and provisions. The clauses may be accessed in full text at www.acquisition.gov. STATEMENT OF NEED (SON) CONTRACT DESCRIPTION AND REQUIREMENTS The Atlanta VA Medical Center has a requirement to purchase a Keyence BZ-X810 All-in-one Fluorescence Microscope for the Research Department. A firm-fixed price contract will be awarded for the purchase of Brand Name or Equal equipment in accordance with all terms, conditions, provisions, specifications and schedule of this solicitation herein. Quotes shall contain the Offeror s best terms for cost/price and technical capabilities of the required Keyence or equivalent equipment. The government reserves the right to award without discussions. 1.1 PRICING The Offeror shall submit price quotes for the required brand name or equal equipment, to the specifications listed in Section 1.2 below. Please enclose the established price list and description of capabilities and product specifications for the required equipment. The Offeror shall submit a separate price sheet for equal items to include Manufacturer Name, Stock/Part #, Unit of Issue and Price. Items offered that are brand name or equal shall identify items as being on GSA schedule and reference the contract number for each item. The requested equipment will replace the functionality provided by the original microscope, which was heavily utilized by multiple investigators at the Atlanta VAMC. The Keyence microscope satisfies investigative needs in multiple projects requiring microscopy of cultured cells and tissues and is needed to provide data continuity for ongoing studies as well as being compatible with existing proprietary hardware and software components in use at the facility. This purchase strives to mitigate interruptions in ongoing projects utilizing the Keyence microscope system. The microscope must be fully compatible with the existing operating system and software enhancements remaining onsite from previously purchased Keyence BZ-X810 microscope system. The microscope must be fully compatible with the stage-top incubator previously purchased for use with the previous Keyence BZ-X810 microscope system. The product must have a built-in vibration dampening system with the ability to use up to 100x objectives in a typical lab environment. The microscope must include, as standard components, an electronic shutter, XY and Z motorized stages, an electronic revolver, an electronic filter turret, electronic color filters, electronic phase-contrast slit switching mechanism, electronic dimmer filters, and an electronic aperture control; it is necessary that all of these components can be operated with the mouse. The microscope must be able to recall all capture settings which include the shutter, aperture, light intensity, XYZ stage position, magnification, filter, imaging mode (brightfield/fluorescence/phase). In addition, there must be Zero manual/mechanical adjustments related to the microscope structure or light path (aperture, focus, stage, condenser, lighting). Everything must be only controlled electronically. Fluorescence filter placement must be possible at four locations to permit fluorescence sampling at multiple wavelengths required by the investigative community using this instrument. Magnifications from 2x to 60x must be available. The microscope must be equipped with a monochrome CCD that is cooled to a temperature that is lower than the ambient temperature by at least 25°C. The microscope must also be furnished with a mechanism that can capture full-color images using color filters inserted under electronic control. The microscope must be equipped a low photobleach mode which physically blocks the light to the sample when it is stationary. Light is only let through when we move the sample or change the capture settings. The microscope must be equipped with a navigation function that enables the user the following: to make observations at a high magnification while checking the position over the entire region using a wide-area map image linked with information on the XY stage coordinates and to move the observation position by clicking the desired point on the wide-area map image. It must also be possible to create the wide-area map image using any of the mountable lenses. The microscope must include a function that enables the user, when using any of the mountable lenses, to set a maximum range of 50,000 x 50,000 pixels automatically by clicking the edges of the desired capture range, capture images in this range, and stitch them seamlessly. The analysis software must include basic image processing software such as Haze reduction (no-neighbor deconvolution), image overlays, scale bar, cut/paste, zoom, lookup table, black balance. The microscope must include a function to record a video at a frame rate of 95 fps or higher. It must be possible to equip the microscope with a temperature/CO2 regulation chamber to capture time lapse images. It must also be possible to set a multi-well plate on the mounted chamber. The microscope must include a function that automatically selects cells based on the contour, color contrast, etc. and automatically counts/calculates the number of cells, area, perimeter, Feret diameter, major axis, minor axis, and/or integrated brightness value. This software must be compatible with brightfield, phase and fluorescence imaging. The microscope must also include a function that, using selected image information as a target area, allows the user to set conditions again for images in each of such target areas and automatically counts various items. This function must also enable the user to measure area ratios or the like easily. The product capabilities and salient characteristics identified above by a brand name or equal"" description are intended to be descriptive, not restrictive, and to indicate the quality and characteristics of the product that will be satisfactory. Quotes offering ""equal"" products (including products of the brand name manufacturer other than the one described by the brand name) will be considered if such product is clearly identified in the quote and is determined by the VA to meet fully the salient characteristics on above products. If offering an equivalent product, the brand name of the equivalent product shall be clearly identified in the quote. Unless visibly identified as an equivalent product, offered items shall be considered as the brand name product referenced in this announcement. The evaluation of quotes and the determination as to the equality of the products shall be the responsibility of the Government and shall be based on information provided by the Offeror. The Government is not responsible for locating or securing any information not provided in the quotation by the Offeror. To ensure that sufficient information is available, the Offeror must furnish, as a part of the quote, all descriptive material necessary for the purchasing activity to determine whether the products meet the salient characteristics of this requirement. Vendors proposing to modify a product to make it conform to the requirements of this announcement shall include a clear description of the proposed modification and clearly mark any descriptive material to show the proposed modification. Offers that do not have descriptive material will not be considered for award. Instructions to the Offeror Basis for award resulting from this RFQ will made to the Best Value Offer that provides a complete package pursuant to the preparation requirements set forth in 52.212-1. FAR 52.212-2 (Evaluation- Commercial Items) will be incorporated in full text into the RFQ and will be evaluated on the following factors. Evaluations will be in accordance with FAR 13 Simplified procedures. Evaluation Factors for Award: Factor 1 Price The following FAR provision and clauses apply to this solicitation and are incorporated by reference. The solicitation document, incorporated provision and clauses are those in effect through the Federal Acquisition Circular (FAC) 2005-89, Effective July 2, 2015.
