DEPARTMENT OF VETERANS AFFAIRS VETERANS HEALTH ADMINISTRATION September 13, 2021 SPECIAL NOTICE NOTICE OF INTENT TO SOLE-SOURCE BioFire FilmArray Equipment Preventive Maintenance & Repairs 36C25021Q1158 The Detroit VA Medical Center (VAMC) requires preventive maintenance and repairs for the BioFire FilmArray system and its analyzers. Required services include repairs, annual instrument recalibration and annual preventive maintenance for the BioFire FilmArray system and its analyzers. Network Contracting Office (NCO) 10 intends to issue a sole-source solicitation to BioFire Diagnostics, LLC, (BioFire), 515 Colorow Drive, Salt Lake City, UT 84108-1248, requesting recalibration, preventive maintenance and repair services for the BioFire FilmArray system and its analyzers. Per BioFire Diagnostics, LLC, BioFire is the only company to provide the FilmArray system, and it is also the only company to provide extended warranties for the FilmArray System. Only BioFire can perform repairs on the BioFire 2.0 analyzer or the warranty shall be void. As such, this procurement is being conducted in accordance with FAR 6.302-1(a)(2), Only one responsible source and no other supplies or services will satisfy agency requirements. The NAICS code for this procurement is 811219, and the Small Business Administration Size Standard is $22.0 million. This notice of intent is not a request for competitive quotes. No solicitation document is available and telephone requests will not be accepted. However, any responsible source who believes it is capable of meeting the requirements may submit a quote, which may be considered by the agency, only if received by the closing date and time of this notice. Any response to this notice must show clear and convincing evidence that the responding company can meet the requirements of the Government. Responses received will be evaluated; however, a determination by the Government not to compete the proposed procurement based upon responses received to this notice is solely within the discretion of the Government. Responses to this notice are due on or before Monday, September 27, 2021, at 10:00 a.m., Eastern Standard Time, to Jeanne Ortiz, Contract Specialist, via email at jeanne.ortiz@va.gov.
