- Sources Sought Agency: United States Air Force Office of Special Investigations (AFOSI) Location: Headquarters -- Russell Knox Building 27130 Telegraph Road Quantico, VA for a worldwide organization Scope: Analysis & Production (A&P) - Software Tools and Applications Introduction: _______________________________________________________________ The Air Force Office of Special Investigations (AFOSI) is a federal law enforcement (LE) and investigative agency operating throughout the full spectrum of conflict, seamlessly within any LE domain; conducting criminal investigations and providing counterintelligence services. �AFOSI investigates a wide variety of serious offenses - espionage, terrorism, crimes against property, violence against people, larceny, computer hacking, acquisition fraud, drug use and distribution, financial misdeeds, military desertion, corruption of the contracting process and any other illegal activity that undermines the mission of the U.S. Air Force or the Department of Defense.� AFOSI is headquartered at Quantico, VA., but has units in more than 255 global locations -- both on Air Force bases and in strategically important locations.� Background: _______________________________________________________________ OSI Intelligence Specialists support counterintelligence (CI) and law enforcement (LE) Operations, Investigations, and Collection activities. This support is often delivered in the form of visual products that display large amounts of information in an easily intelligible form for the supported OSI agents, joint CI/LE Partners and US Air Force stakeholders. The visual products include social network diagrams, call chains, timelines, and link diagrams � often depicting networks and activities of suspects, threat actors, victims, witnesses, and sources of information. OSI currently employs Analyst�s Notebook (ANB), a common tool used throughout the US Intelligence Community and federal law enforcement, on SIPRNET to support CI investigations. ANB has embedded software to conduct analysis of large volumes of properly formatted data � automating what would normally be manual processes. It also imports and exports common data formats to enable sharing between different software tools and between agencies/organizations. The existing analytical solution, allows OSI to maintain full control over its CI data and it is not reliant on a contractor or higher headquarters for use. OSI is currently in need of having the ability to apply this same function on JWICS.� The majority of OSI field units are only able to view images of ANB network and are unable to view or manipulate the underlying data and entities. With the growth in the Intelligence Specialist cadre, additional requirements may be necessary to improve analytical capability. Requirements: ______________________________________________________________ The desired end state is the production/display of visual Link, Call Chain, Social Network, and Timeline analysis products that is not dependent on network connectivity (speed/latency) and access to servers. The software solution must be able to ingest large amounts of formatted data such as telephone toll records, email traffic, network metadata, financial transactions, and other similar data sets. The software solution must be able to ingest and analyze the imported information and display the information as network/link diagrams or as timelines. It must also allow for manual entry/manipulation of the displayed data. The software must also be able to export its information as stand-alone visual products (.PDF, .jpeg, .PNG, etc.) or be shared in common data formats (.ANB, .xls, etc.). The analyzed information and the ingested data must be stored locally, under the control of OSI field units and not held off site by a central server or off site location: thereby ensuring operational security, investigative integrity, and minimizing operational disruption from network outages, latency or contract expiration. The tool must be deployable to field/expeditionary locations and operate with or without network connectivity to higher headquarters � accounting for the challenges of operating under wartime conditions. The analytical solution must be accessible via NIPR, SIPR, and JWICs�no exceptions.� Objectives: ______________________________________________________________ The objective of the vendor demonstration event is to assess the market sector for the best products and services to support AFOSI�s mission.� Vendor demonstrations allow for full transparency of a company�s system or equipment, its capability, and limitations.� The results from the demonstration will be used for market research purposes only.� � Response to Sources Sought � Analysis & Production (A&P) - Software Tools and Applications � THIS IS A SOURCES SOUGHT ONLY. This is issued solely for market research and planning purposes. It does not constitute a solicitation (Request for Proposal or Request for Quotations) or a promise to issue a solicitation in the future. This sources sought does not commit the Government to contract for any supply or service whatsoever. �Furthermore, we are not at this time seeking proposals. Responders are advised that the U.S. Government will not pay for any information, demonstration, or administrative costs incurred in response. �All costs associated with responding to this sources sought will be solely at the responding party's expense. �All information received in response to this sources sought that is marked PROPRIETARY will be handled accordingly. �The Government shall not be liable for or suffer any consequential damages for any proprietary information not properly identified. �Proprietary information will be safeguarded in accordance with the applicable Government regulations. �Proprietary information or trade secrets should be clearly identified.� Responses to this notice are not offers and cannot be accepted by the U.S. Government to form a binding contract or agreement. �The Air Force will not be obligated to pursue any particular acquisition alternative as a result of this notice. �Responses to the notice will not be returned. �Not responding to this notice does not preclude participation in any future solicitation, if one is issued. Specific Information of Interest: Responses to this notice will be used for market research by AFOSI to determine industry capabilities and thus help validate the Government's requirements for future solicitations. Interested companies should furnish the following information: Name and address of company, Point of Contact (Name, address, phone number, and e-mail). Interested companies should provide a ""White Paper"" (no more than 15 pages in length) describing their specific technical solution to the requirement. �Solution data should provide sufficient detail regarding processes, technologies, approaches and capabilities for the Government to meaningfully assess the solution's viability, risk, scope of development and procurement costs. �The estimation of costs shall include estimated costs for all products, license, and services necessary to support this effort. �There are approximately 106 user that require access to the analytical tool.� License cost must account for these users.� If applicable, please identify products your company offers which most closely match the capabilities specified in this notice. �Please provide any available product brochures, specification sheets, and technical descriptions which describe your company's abilities to meet these capabilities. �A list of data sources used to gather information for the solution is also beneficial.� You are welcome to identify your company's past and current customers to which you provided similar products, including a customer/company name and point of contact, phone number and address/e-mail where they can be contacted. All responses should be submitted electronically in a Microsoft Office or PDF file and emailed to the AFOSI.XIP.AcquisitionMgmt@us.af.mil.� The subject line of the email should read as follows �Sources Sought: Analysis & Production (A&P) - Software Tools and Applications.� Please submit all responses by 24 Sept 2021. ������
