- Pre-solicitation Notice of Intent to Sole Source This notice is neither a request for quote nor a solicitation for offers. All responsible sources may submit a capability statement for possible consideration in future procurements by the Government. The Department of Veterans Affairs intends to negotiate a sole source contract for a Base + 4 Option Years, Firm Fixed-Price contract with ARJO, INC., 2349 West Lake St Suite 250, Addison IL 60601-6188, DUNS 131209058, UIE W8MZPY6A2QD3. The purpose of this acquisition is to obtain Patient Lift Preventative Maintenance, annual inspection, and Emergency Repair Services to support the VA Medical Center in Manchester, NH. The Medical Center currently has 78 Arjo patient lifts in use in clinical areas throughout the Manchester facility and at offsite locations at the CBOCs (Conway, Tilton, Portsmouth and Somersworth). The lifts require routine annual inspections and preventative maintenance twice a year in accordance with the manufacturer's standards as well as periodic emergency service to ensure compliance with Medical Center policies and the Joint Commission. The request is for a Base plus four Annual Inspection, Preventative Maintenance and Emergency Repair services (to include labor and materials). Because Arjo, Inc. is the only vendor that can provide factory authorized services, this acquisition will not be competed. As the intent is to procure this on a sole-source basis, no solicitation will be posted to SAM.gov Contracting Opportunities. The Medical Center and CBOC patient lifts are manufactured by Arjo. Other vendors may be factory-authorized sales and installation professionals, but only Arjo has factory-authorized service technicians. This is critical to avoid potential patient or employee injuries and to maintain standardization throughout the hospital. Arjo s direct expertise would eliminate delays by contractors without the appropriate factory authorized training, or the need to acquire proprietary parts and materials. A Sources Sought Notice published to SAM.gov on 09/13/2021 under # 36C24121Q0857, returned no results that fulfilled the requirement for factory-authorized service technicians. The NAICS is 811219. The size standard is $ 22 million. The PSC/FSC is J065. The authority for this action is FAR 6.302.1-1 Only One Responsible source and no other supplies or services will satisfy agency requirements.
