Description

This is a special notice of intent to Sole Source and will be posted on SAM.gov for 10 days. If this�effort does not yield any additional sources that can meet the government requirements�a sole source award�will be made. Based on the equipment warranty and proprietary rights issues associated with�services from a Non-Original Equipment Manufacturer the decision was made to only consider the original�manufacturer for the required maintenance. The resulting task order award will be against Indefinite Delivery, Indefinite Quantity contract VA797H-17-D-0024, a mandatory use contract for procuring preventive maintenance and corrective repairs on the�Southern AZ VA Health Care System's General Electric�Digital Diagnostic equipment. The contractor, General Electric�Company (General Electric) has intellectual property rights and proprietary data restrictions (security�features) that prevent other contractors from servicing General Electric�diagnostic digital equipment�properly without subjecting equipment to potential damage. Market Research has revealed General Electric�has�proprietary diagnostic digital equipment, and no other parties are authorized to provide preventive�maintenance service, or corrective repair without violating the terms and conditions of their equipment�warranty. Currently the equipment is under warranty as long as it is serviced by licensed General Electric�contractors. General Electric�currently deploys maintenance field technicians under the contract�agreement with the VA National Acquisition Center contract # VA797H-17-D- 0024�which ensures equipment�is kept and maintained in accordance with Original Equipment Manufacturer standards. Any services�performed by non-General Electric�contractors would effectively void current warranties on the General Electric�equipment.
