- N0016421CB007� SOLE SOURCE � Engineering Support Services (ESS) FOR PEO IWS 3.0- PSC R425� NAICS 541330 Anticipated Issue Date 16 September 2021 - Anticipated Closing Date 01 October 2021 Time 14:00 EST Naval Surface Warfare Center, Crane Division (NSWC Crane), Crane, IN intends to award a Cost-Plus-Fixed-Fee (CPFF) contract for a fourteen (14) month base year period of performance (PoP) and a four (4) month option PoP with �Serco-IPS Corporation (Serco), 12930 Worldgate Dr. Ste 600, Herndon, VA 20170. In accordance with the statement of work, developing engineering strategies, providing analytical support to portfolio systems engineering and technology planning efforts, planning and execution support for FMS projects, as well as engineering, technical, cyber security, and program planning support for the PEO IWS 3.0 Technical Directorate, STANDARD Missile, Naval Gunnery, Surface Missile, and Vertical Launch System (VLS) program offices.� The contractor shall provide support to PEO IWS 3.0 staff located in Arlington, Virginia and the Washington Navy Yard, Washington, D.C., as well as IWS 3.0 staff located at Technical Representative Offices (Tech Rep) and field activities/laboratories which include Johns Hopkins University, Applied Physics Laboratory, Naval Air Weapons Station (NAWS) China Lake, Naval Surface Weapons Center (NSWC) Seal Beach and NSWC Port Hueneme, CA. This effort will be conducted on a sole-source basis in accordance with the statutory authority 10 U.S.C. 2304(c) (1) as implemented by FAR 6.302-1.� The basis for restricting competition is the unacceptable lapse in PEO IWS 3.0 support services.� Any interruption in support services for PEO IWS 3.0 would negatively affect mission readiness, quality of life for U.S. Navy sailors and their families, and long-term costs to the taxpayer. Serco is the only vendor capable of continuing to provide the Navy uninterrupted engineering support services. A formal solicitation will not be issued.
