Description

Intent to Sole Source The Defense Health Agency (DHA), Enterprise Medical Support - Contracting Division (EMS-CD), intends to award a sole source firm fixed price Purchase Order (PO) to the National Committee for Quality Assurance due to brand name requirements. This contract action is considered a subscription service and the Government intends to solicit and negotiate with only one source under the authority of FAR 13.106-1(b)(1): For purchases not exceeding the simplified acquisition threshold (SAT), only one source reasonably available, urgency, exclusive licensing agreements, brand name, or industrial mobilization. The Government will award to: National Committee for Quality Assurance (NCQA) 1100 13TH ST NW FL 3 Washington, District Of Columbia 20005-4285 The proposed contract action will be awarded by 30 September 2021. The PO will consist of a 12-month base and one 12-month option period. NAICS Code: 541611 - Administrative Management and General Management Consulting Services PSC Code: R699 - Support- Administrative: other SCOPE:� This PO provides the Defense Health Agency Analytics and Evaluations with approved certified HEIDIS measures by the NCQA.� The DHA requires standard certified HEIDIS measures in order to be compliant under DHA which mandates that all testing of any data that will be available to the public must be certified. Certified Measure means a Licensed Measure Specification for which the Licensee receives a status of �Pass� under the NCQA Measure Certification Program for Automated Source Code Review (�ASCR�) (the �Certification Program�), which includes HEDIS Health Plan Certification ProgramTM for ASCR and HEDIS Allowable Adjustments Certification Program for ASCR options. Certified Measures under the Certification Program must have a unique identifier (�Identifier�).� If the testing of the DHA data standards across the country be met, NCQA will give a rating of �PASS�. �Certification is valid for only the Licensed Measure Specifications and Identifiers (as applicable) in the Certification Report, for which Licensee receives a status of �Pass.� NCQA annually post�s a list of all Uncertifiable Measures on a designated external website communicated to the Licensee.� The following estimated quantities are required: ITEM 1 NAME:�The Organizational Membership NCQA ESTIMATED QUANTITY:�11-15 Users ITEM 2 NAME:�The Organizational Membership NCQA ESTIMATED QUANTITY:�16 measures for certification ITEM 3 NAME:�The Organizational Membership NCQA ESTIMATED QUANTITY:�4,810,176 Total covered lives ITEM 4 NAME:�The Organizational Membership NCQA ESTIMATED QUANTITY:�HEDIS Volume 2: Technical Specifications for Health Plans ITEM 5 NAME:�The Organizational Membership NCQA ESTIMATED QUANTITY:�HEDIS Volume 3: Specifications for Survey Measures that include HEDIS Value Set Directories (HEDIS VSDs) This notice of intent to sole source is not a request for competitive quotations; however, all Quotations/ Responses received will be considered by the government for future requirements of this type. �A determination by the government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the government.
