- Notice of Intent to Sole Source THIS IS A NOTICE OF INTENT TO AWARD A SOLE SOURCE CONTRACT AND IS NOT A REQUEST FOR COMPETITIVE QUOTES. Reference#: N0025921N0095. Naval Medicine Readiness and Training Command San Diego (NMRTCSD) intends to award a firm fixed price contract under the authority of FAR 13.106-1(b)(1)(i), only one source being available to meet the Government�s needs, to: Abbott Laboratories 3200 Lakeside Drive Santa Clara, CA 95054-2807 The North American Industry Classification System (NAICS) code for this requirement is 811219; the business size standard is 22.0 (millions of dollars). The objective of this sole source award is to procure preventive maintenance service of OPTIS 1. Period of Performance will start 09 October 2021 to 08 October 2022 with base year plus one (1) option year. The OPTIS Integrated System and Mobile System with OPTIS Software combined with Dragonfly DUO or Dragonfly OPTIS Imaging Catheter are intended for the imaging of coronary arteries and are indicated in patients who are candidates for transluminal interventional procedures. The Dragonfly DUO or Dragonfly OPTIS Imaging Catheter are intended for use in vessels 2.0 to 3.5 mm in diameter. The Dragonfly DUO, or Dragonfly OPTIS Imaging Catheter is not intended for use in the left main coronary artery or in a target vessel which has undergone a previous bypass procedure. The OPTIS Integrated System and Mobile System will further acquire radio frequency signal outputs from both a distal intracoronary pressure transducer and a proximal aortic pressure transducer to determine the physiological parameter, Fractional Flow Reserve (FFR). The physician may use the FFR parameter, along with knowledge of patient history, medical expertise and clinical judgment to determine if therapeutic intervention is indicated. If the preventive maintenance is not completed with these units, they will not be safe for patient use. These units have been deemed to be as one of one type of equipment where these type of equipment is the only system that NMCSD has, as they helped critically ill patients that has complex heart conditions. Abbott Laboratories is the only vendor that has certified technicians capable of providing periodic maintenance and repairs. No other vendor is authorized to provide maintenance, repairs, or authorized to alter any parts on the units. This notice of intent is not a request for competitive proposals and no solicitation document exists for the requirement. Sources interested in responding to this notice are required to submit a capability statement that includes management and technical data and cost information, in sufficient detail and with convincing evidence that clearly demonstrates the capability to provide preventive maintenance service of OPTIS 1.� Capability statements shall not exceed 6 (8.5 x 11 inch) pages using a font size no smaller than 10-point.� All capability statements received by the due date of this notice will be considered by the Government. A request for documentation or additional information or submissions that only ask questions will not be considered as an affirmative response. A determination by the Government not to compete based on responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement or to proceed with a sole source purchase order.
