- This is a COMBINED SYNOPSIS/SOLICITATION for commercial items prepared in accordance with the information in FAR Subpart 12.6, using Simplified Acquisition Procedures found at FAR Part 13, as supplemented with the additional information included in this notice. This announcement constitutes the only solicitation; a written solicitation will not be issued. PAPER COPIES OF THIS SOLICITATION WILL NOT BE AVAILABLE. This combined synopsis/solicitation SHALL be posted on both Contract Opportunities (https://beta.sam.gov/) and NECO (http://www.neco.navy.mil/). The Solicitation number is N0018921QZ537. The proposed contract action is for commercial SERVICES. The NAICS code is 813920 and the Small Business Standard is $16.5 Million. This solicitation documents and incorporates provisions and clauses in effect through FAC 2021-07 and DFARS Change Notice 20210830. It is the responsibility of the contractor to be familiar with the applicable clauses and provisions. The clauses may be accessed in full text at these addresses: https://www.acquisition.gov/browse/index/far and https://www.acquisition.gov/dfars The Naval Supply Systems Command (NAVSUP) Fleet Logistics Center (FLC) Norfolk Philadelphia Office intends to solicit Hispanics Inspiring Students� Performance and Achievement, Inc. (CAGE 5WA71) on a sole source basis. The proposed acquisition is for advertising and sponsorship services for the Navys participation in the 2021 HISPA events in support of the Commander Navy Recruiting Command (CNRC). The period of performance is anticipated to be from 30 September 2021 � 29 September 2022. This action will result in a Firm Fixed Price contract. The proposed contract action is for SERVICES for which the Government intends to solicit and negotiate with only one source, Hispanics Inspiring Students� Performance and Achievement, Inc. (CAGE 5WA71) of Princeton, NJ, IAW FAR 13.106(b)(1). HISPA provides an opportunity to reach a heavy contingent of talented Latino High School and Middle School students within the HISPA organization as well as family, friends, and other key influences within the lives of potential Navy recruits. Furthermore, for the purpose of the requirement, HISPA has the means and the community facilities to provide this service solely to address their STEM Hispanic students. Although the Navy is making progress, it must continue to build a pipeline of diverse talented leadership that will be equipped to handle future challenges. This is an outstanding opportunity for the Navy to support and participate not only for recruiting today�s engineers and doctors but also possible future ties for distance learning programs for Nuclear Power School, Civil Engineer Corps and Medical/Dental Graduates. In order to accomplish their mission, CNRC utilizes a multifaceted strategy that actively seeks recruits as well as performs community outreach to inform key influencers of the benefits of a career in the United States Navy. Amongst these key influencers are parents, family, and friends of those who are currently enlisted. CNRC places a strong focus on community outreach to this target audience. CNRC has also found that friends of those who join the military are receptive to learning more about potential military careers for themselves. Leads generated through this type of outreach are among the most lucrative for the Navy, making outreach to friends of those who have joined the military an important part of the CNRC strategy. Market research conducted by the Contracting Office has failed to identify other scheduled events of this kind. The search resulted in only the identification of the HISPA and their events. Interested sources may submit a capability statement by the specified response date. This notice of intent is not a request for quotes from any source other than Hispanics Inspiring Students� Performance and Achievement (HISPA). However, the Government will consider information received by the specified response date. Information received as a result of this notice of intent will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. A determination by the Government not to compete this proposed procurement action based upon responses received is solely within the discretion of the Government. The Government will not pay for information submitted in response to this notice. Line Items/Quantity/Unit of Issue: CLIN 0001 � HISPA Sponsorship � 12 months, FFP Delivery information: Delivery POC: [Government point of contact to be determined prior to award.] Performance/Delivery: Performance is anticipated to occur at the contractor�s facility unless otherwise specified in the Performance Work Statement (PWS). The anticipated period of performance is 30 September 2021 � 29 September 2022. Responsibility and Inspection: FOB Destination applies. Unless otherwise specified in the resultant purchase order, the contractor is responsible for the performance of all inspection requirements and quality control.
