This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. This solicitation is being issued as a(n) Request For Quotation (RFQ). This solicitation document and incorporated provisions and clauses are those in effect through: Federal Acquisition Circular�� FAC 2021-05, Effective: 3-10-21 Defense Federal Acquisition Regulation Public Notice�� DPN 20210520, Effective: 05-20-21 Air Force Federal Acquisition Circular�� AFAC 2019-1001, Effective: 1 Oct Due to the overseas location of this requirement, no set-aside will be used in accordance with FAR 19.000(b). The North American Industry Size Classification System (NAICS) code associated with this requirement is 611710 Description: The 501st Combat Support Wing, Regional Contracting Office is requesting the rental of a Concrete Crusher. Estimated time of performance is October 2021. Estimated Rental time shall be 20 days. Delivery is at RAF Welford, Berkshire, RG20 7EX, United Kingdom. The crusher shall be able to crush 500-600 tons per day at 6F2 (75mm-dust). The rental agreement shall include delivery to the project destination and operating personal. //CLIN 0001: Rental Of A Concrete Crusher To Crush Reinforced Concrete Crusher 500-600 tons per day at 6F2 (75mm-dust). Contractor to deliver to site and provide personnel for operation. Evaluation Criteria FAR Provision 52.212-2, Evaluation -- Commercial Items, applies to this acquisition. As prescribed in FAR 12.301(c), the following addendum is provided for this solicitation and hereby amends any language therein: The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate offers: (i) technical; (ii) price; An award, if any, will be made to the responsible offeror who submits a proposal that (1) conforms to the requirements of the synopsis/solicitation; (2) that receives a rating of �Acceptable� on the Technical Capability evaluation factor; and (3) that submits the proposal with the lowest total evaluated price (TEP), provided that the TEP is not unbalanced and is determined to be fair and reasonable. The Government reserves the right to award without discussions or to make no award at all depending upon (1) the quality of proposals received and (2) whether proposed prices are determined to be fair and reasonable. Quotations MUST also contain a complete description of item(s) offered to clearly show item(s) meets or exceeds the requirements listed in the Description of Need. To be deemed Technically Acceptable, Offerors must include descriptive literature, specifications, information to demonstrate ability to meet requirement. The Contracting Officer will review quotations based on the factors listed in this solicitation and the information furnished by the offeror. Before price is considered, the quotation must meet the technical requirements. When evaluating quotes in a foreign currency, the exchange rate used will be the President's Budget Rate FY 2021. (e ) A written notice of award or acceptance of an offer, mailed or otherwise furnished to the successful offeror within the time for acceptance specified in the offer, shall result in a binding contract when the offeror returns a signed copy and the Contracting Officer signs the award document. Before the offer's specified expiration time, the Government may accept an offer (or part of an offer), whether or not there are negotiations after it's receipt, unless a written notice of withdrawal is received before award. (f) Interactions between the Contracting Officer and the offeror(s), after receipt of quotations that are undertaken with the intent to address any aspect of the quotations may be conducted with all, some, or none of the offerors. The Government reserves the right to award all, some, or none of the requirements in this solicitation.
