- This notice does NOT constitute a request for proposal, request for quote, or invitation for bid.� The intent of this pre-solicitation synopsis is to notify potential offerors of an Expansion and Maintenance Dredging project for the areas surrounding Piers 11 South, Pier 5 North, and Pier 6 North at Naval Station Norfolk (NSN) area of responsibility. The project consists of Expansion of Pier 11 South and Maintenance Dredging at Piers 5 and 6 North at Naval Station Norfolk (NSN). This project will be done in order to re-establish the minimum required harbor depths needed for access by the Naval vessels that use these facilities. Offeror will provide all necessary installation, material, labor, transportation and equipment necessary to provide new dredging of Pier 11 South Berth Expansion Area and maintenance dredging for Piers 5 and 6 North.� Maintenance Dredging of the outer berths of Piers 5 and 6 North and Non POL contaminated material from the Berth Expansion Area may be dredged via conventional clamshell bucket, transported via sealed scrow/barge and deposited into the CDMMA Rehandling Basin or pumped via hydraulic unloader to an upland cell of the Craney Island Dredge Material Management Area (CDMMA) or dredged via hydraulic cutter head dredge and pumped directly upland cell of CDMMA.� Location of deposition within Craney Island Project Site is subject to change and should be coordinated with the Army Corps of Engineers before dredging begins. A portion of Pier 11 South Berth Expansion Area contains sediment contaminated with Petroleum, Oil and Lubricant (POL) material (will be shown on drawings/plans). The POL contaminated material shall be dredged via conventional clamshell bucket and disposed at an upland facility as specified herein and on drawings/plans. Dredging from on-site location and placement of sandy material to be used as side-slope capping (will be shown on drawings/plans) shall be done via conventional clamshell bucket. Additional work as shown on the drawing/plans and specification shall be performed, including�but not limited to, placement of sandy capping material dredged on-site (will be�shown on drawing/plan) and rip-rap armor stone layers along southern and eastern side slopes of Berth Expansion Area to cap disturbed POL contaminated material remaining in place and removal and disposal of debris remaining after the past demolition of steel sheet piling cofferdam break water and timber breakwater structures. Remaining debris may include steel sheet piling stubs and timber piling stubs, concrete rubble and rip-rap stone. Adequate, efficient, and secured facilities are required to maintain Atlantic Fleet readiness by providing adequate facilities for homeported and visiting ships at Naval Station Norfolk.� U.S. Navy ships require adequate water depths to berth at while entering and exiting berthing spaces.� It is imperative to main required draft depths for naval vessels to prevent damage and unscheduled maintenance requirements to the ships.� Work shall be completed within 180 calendar days from Notice to proceed. The appropriate Northern American Industry Classification System (NAICS) code for this procurement is 237990_Except � Dredging and Surface Cleanup Activities, and the Small Business Size Standard is $30,000,000. This solicitation is being advertised as unrestricted, full and open competition. � The solicitation will be issued utilizing the Sealed Bid procedures outlined in FAR Part 14.103-2. This procurement will not allow for trade-offs. Award will be made to the responsible bidder whose bid, conforming to the invitation for bids, will be most advantageous to the Government, considering only price and the price related factors included in the invitation. Offerors will be required to submit with their offer a bid bond of at least 20% of the proposed price but shall not exceed $2,000,000 of the amount for Construction Wage Rate Requirement (CWRR) (formerly known as Davis Bacon Act (DBA)) work. Estimated construction cost for this contract is more than $10,000,000.00. A Sources Sought notice was issued on 25 March 2021 to determine the capability of small businesses to perform the requirement.� Based upon analysis of the data considered, and in accordance with FAR 19.501(c), the Contracting Officer has determined that there is not a reasonable expectation that an adequate number of Small Business firms would respond to or be qualified to perform the requirements of this solicitation.� A DD2579 Small Business Coordination Record recommending Unrestricted, Full and Open Competition was approved by the NAVFAC MIDLANT Deputy for Small Business on 20 April 2021.� The Small Business Administration (SBA) Procurement Center Representative (PCR) concurred with this recommendation on 21 April 2021. The drawings and specifications for this project will be posted with the solicitation and are not available at this time.� The Invitation for Bid (IFB) will be issued on or about October 1st, 2021. �All documents will be in Adobe PDF file format and downloadable from the SAMs website.� A free Acrobat Reader, required to view the PDF files, can be downloaded from the Adobe website.
