Description

The purpose of this notice is to inform interested parties that Naval Air Systems Command (NAVAIR) intends to negotiate and award a modification on the Tactical Tomahawk (TACTOM) Full Rate Production 18, which is yet to be awarded under Solicitation N0001921R0006, for a base year of approximately twenty-eight (28) TACTOM Mid-body Range Safety Subsystems (MRSS) kits and Flight Test Kits and four options for approximately one MRSS and Flight Test Kit each. In addition, Raytheon shall provide the engineering, services, material, and documentation to update associated specialized test equipment (STE) related to the TACTOM MRSS Kit. The award of this effort is expected in the first quarter of fiscal year 23. NAVAIR intends to award this effort to Raytheon Missiles & Defense (RMD), P.O. Box 11337, Tucson, AZ 85734-1337 (Point of Contact for Small Businesses interested in subcontracting � Elizabeth Jepson, Elizabeth.Corrigan@raytheon.com). Since 1994, RMD has been the sole developer, designer, and manufacturer for the Tomahawk Land Attack Missile. RMD solely possesses the current configuration and manufacturing data for the Tomahawk Block IV/V AUR missile and MRSS/Flight Test Kits. RMD maintains and controls both the Level III Technical Data Package (TDP) and the manufacturing documentation for the Block IV/V AUR and MRSS/Flight Test Kits. TDPs adequate for competition were not procured by the Navy. Because a detailed knowledge and expertise required to conduct tasking under this contract action, RMD is the only known source capable of accomplishing this requirement in the required timeframe and without duplication of costs. All responsible sources may submit a capability statement, which shall be considered by the agency. The data associated with the Tomahawk missile is export controlled and is not available to foreign sources or representatives.
