Description
NOTICE TYPE: Pre-solicitation TITLE: Multiple FSCs Supporting the TF33 Engine This agency proposes to issue a Solicitation for a sole source contract CLIN which will include Engineering support for warming up �Cold Parts� for the TF-33 Engine.� A cold part item is defined as an item that has not been in production in more than 2 years. The solicitation will be issued as a time and materials contract for engineering & program support only.� No NSNs will be procured as part of this acquisition. The Time and Materials acquisition will have four elements/phases which includes but is not limited to identification of viable parts suppliers, technical/drawing development, and manufacturing process development/management to assist suppliers in producing TF33 engine parts that will pass First Article Inspections (FAI) and position such suppliers to become reliable suppliers of TF33 engine parts.� The four phases include Identification of suppliers, Cold Start Initiation and Supplier Development, Completion of First Article Testing (FAI), and Preparation for Part Production. The award CLIN is intended to be awarded on a sole-source basis as supported by a J&A IAW FAR 6.302-1.� The proposed sole source solicitation will be issued to United Technologies Corporation, Pratt & Whitney, CAGEs 52661/77445. The proposed contract action will be for a total period of performance of 12 months which could be extended to a maximum of 24 months.� Letters expressing interest in subcontracting provided to the contracting officer will be forwarded to the identified OEM.� This is proposed to be a FAR 15 effort.� The proposed contract CLIN will be a Requirements-type, cost contract. There is no list of NSN�s for this requirement. The solicitation is for engineering/program support of TF-33 cold parts, labor and material only.� If any vendors are interested in subcontracting for part production of the cold parts they may submit a response to the acquisition specialist James K. Alexander, Jr. at Richard.Alexander@dla.mil Based on the responses to this synopsis, a letter RFP may be issued.� For a copy of the letter RFP and any associated attachments please contact the contracting officer listed below.� Responses to this announcement from other than the OEM are required by September 30, 2021, should identify items of interest, and include evidence of ability to supply the service for all of the items for the contract period as identified.� A copy of the letter of interest should be forward to the contracting officer identified herein and SBA PCR Tammy Birdsong Tammy.birdsong@dla.mil If a standard solicitation is utilized, it will be posted on FBO on or around October 1, 2021.� This solicitation will close on or around October 31, 2021.
