Description
REQUEST FOR INFORMATION (RFI) Electronic Records Management Solution This Request for Information (RFI) is for planning purposes only and is being used solely as a market research tool in accordance with FAR Part 10, Market Research.� This is not a Request for Proposal (RFP), nor is a Request for Quotation (RFQ), nor is an announcement of a solicitation.� Response is strictly voluntary, and the Government will not provide any reimbursement for any response for the effort expended in the preparation of a response by any vendor.� Submission of a response to this RFI notice will not affect any potential offeror�s ability to submit a quotation/proposal in the future should funding become available and a solicitation for this type of requirement is issued.� There is no solicitation document associated with this RFI.� �There is no obligation on the part of the Government to acquire any product or service as a result of this RFI. �Submissions made to the Government will not be returned.� Information provided in this RFI is subject to change and is not binding upon the Government. INTRODUCTION The U.S. International Trade Commission�s (USITC or Commission) is an independent, quasi-judicial Federal agency with broad investigative responsibilities on matters of trade.� The USITC�s mission is to: (1) administer U.S. trade remedy laws within its mandate in a fair and objective manner; (2) provide the President, the United States Trade Representative (USTR), and Congress with independent, quality analysis, information, and support on matters relating to tariffs and international trade and competitiveness; and (3) maintain the Harmonized Tariff Schedule of the United States. PURPOSE���������������������������������� This is a Request for Information (RFI) for an ENTERPRISE ELECTRONIC RECORDS MANAGEMENT SOLUTION for the USITC. The goal is to implement the solution to manage electronic records that is cost-effective and scalable, without placing undue burden on USITC staff. GENERAL REQUIREMENTS USITC is requesting information to determine the capabilities of vendors to provide some or all the services as listed in the National Archives and Records Administration (NARA) Universal Electronic Records Management Requirements. https://www.archives.gov/records-mgmt/policy/universalermrequirements A -Vendor Profile and Experience - Provide a brief overview of your company, including: Company Description (nature of business?), Number of years in business, Number and description of different geographic locations, Type and quantity of records managed by your solution, High level overview of deployment schedule for your largest implementation, Description of clients that are Federal or State Government agencies Describe experience designing and implementing an electronic records management solution for a Government agency. Please also discuss the scope, timeline, and challenges that had to be overcome. B- General Functionality Does your product meet some of or all the requirements as identified in the President�s Executive Order on Improving the Nation�s Cybersecurity (EO 14208, dated May 12, 2021). Please identify those requirements that your product/solution meets. On what type of technology is your product/solution based (Windows, Unix, etc.)? Does your product/solution have the capability to limit/grant access to certain functionality by Role Based Access Controls (RBAC)? Does your product/solution accommodate standard records management roles and allow the creation of additional roles?� Access must be tailorable at the named resource level. Does your product/solution have the capability to allow the user to use all aspects of the system over a Virtual Private Network (VPN) connection? Does your product/solution require a central repository? Is it proprietary? How does your product/solution manage records outside of the product�s repository? Does your product�s architecture support cloud, on-premise, or a hybrid architecture? Does your product have the ability, out of the box, to perform all the capabilities? If not, what is the level of effort or level of customization associated with adding the capability? HOW TO RESPOND Interested companies responding to this RFI should provide the information from item A and the responses to the above questions in item B, as well as the following information: Company name, address, and website Company business size, socio-economic status Any contracts the company currently holds (GSA Schedule, NASA SEWP, NITAAC, etc.), � DUNS Number and Commercial and Government Entity (CAGE) Code Point-of-Contact name, position, telephone number and e-mail address An overview of the leading solution(s) options your company would recommend that take into account the information provided herein. Concerns that should be considered by the USITC as part of any potential solicitation. Interested companies may submit a response to this RFI, with the information requested above, and any and all other applicable information, on or before Monday, October 18, 2021, 5:00 p.m. ET.� � Please submit all documentation VIA EMAIL to debra.bridge@usitc.gov.� Please include in the subject line of the email RFI # 34300021M0003 � Enterprise Records Management Solution. Companies are discouraged from submitting any information deemed as general marketing material and/or proprietary.� However, if elected to submit proprietary information, the company bears sole responsibility for marking said information as proprietary to ensure appropriate safeguarding by the Government. The Government shall not be held liable for any damages incurred if proprietary information is not properly identified. All submissions become the property of the Government and will not be returned.�
