Description
REQUEST FOR INFORMATION / SOURCES SOUGHT INQUIRY The Department of Veterans Affairs Network Contracting Office (NCO) 19, Rocky Mountain Acquisition Center (RMAC) is seeking information and sources that can provide furnish access to training site order to provide access to training areas and class room services for the VA Police at the Rocky Mountain Regional VA Medical Center in Aurora, Colorado. The NAICS code is 611430 Professional Management and Development Training is $12 Million. The information submitted shall contain the company s business size status. This is a request for information and sources only, which may or may not lead to a future solicitation! This is not a solicitation. The VA will not pay for any information received resulting from this sources sought notice. Requests for copies of a solicitation shall not be honored or acknowledged. Information should be forwarded to the Contracting Specialist. Any questions should be addressed to the Contracting Specialist, in writing, at the email address provided. Because this is a request for information only, answers to questions will not be posted. The capability statement shall include a point of contact, complete mailing address, telephone number, email address and state the company s business size status. The deadline for this information is 1000 Mountain Time, September 27, 2021. STATEMENT OF WORK (DRAFT) 1.0 INTRODUCTION: The contractor shall furnish access to training site order to provide access to training areas and classroom services for the VA Eastern Colorado Healthcare System. Contractor shall provide access that can facilitate close to or as close to as possible training areas that are similar to events that can occur in a medical setting. Site access and facilities shall be maintained a satisfactory facility condition and present a clean, neat, and professional appearance. HOURS OF OPERATION The Contractor shall provide access to site and services required by this contract 5 days a week when prior scheduling occurs to include weekends and holidays. The Contracting Officer Technical Representative (COTR) must approve any changes to the site access schedule in advance 2.0 BACKGROUND: The VA Police Services has a mandated training regimen that consist of set amount of hours of training in pistol, rifle, Active Threat Response (ATR) non-lethal devices, arrest control, Ground Defense Recovery (GDR) and class room study on a quarterly basis. These hourly requirements are mandated by VA Police VA Handbook 0730. 3.0 OBJECTIVE: It is critical that VA Police provide a safe and secure environment for all Veterans, Staff, and visitors for the all facilities that they have staffing in. A critical point of law enforcement is the proper and safe as possible use of force in situations that force is needed to protect life and property. This training cannot be classroom only and actual firearm use, less lethal weapon use, and empty hand techniques are crucial in the completion of such training.   4.0 SCOPE OF WORK: Contractor will provide access to the needed training sites when scheduled in a timely manner. 4.1 Basic Training Needs: 4.1.1 Pistol range from 5 yards to 25 yards that can accommodate up to 10 lanes of fire 4.1.2 Rifle Range from 5 yards to 50 yards that can accommodate up to 10 lanes of fire. 4.1.3 Range that will allow for open area movement for ATR training and transition training. 4.1.4 Class room areas that will allow for classroom time from 1 to 3 hours of class room instruction 4.1.5 Matt room areas that will accommodate up to 10 students for arrest control and GDR training.   4.1.6 Clean rest room areas and trash, receptacles to allow for proper disposal of empty bottles, and other discarded materials.     5.0 GOVERNMENT FURNISHED EQUIPMENT: The VA shall furnish all equipment and supplies (including targets, ammo, and any other range/training materials needed)
