Description

�Notice of Intent to Award a Sole Source Bridge Contract Under the authority of FAR 8.405-6 (a) (1)(B), the National Geospatial-Intelligence Agency (NGA) intends to issue a sole source contract to the GEOINT Broker Content Approach (GBCA) initiative. The supplies and services to continue research and development and operations and maintenance of the GBCA initiative, currently being performed under the FGWS Contract Task Order # HM047618F0313 CLIN 4004.� The FGWS Task Order was solicited and competed amongst the ESITE IDIQ contract holders and awarded in September 2018 to Booz Allen Hamilton (BHA) Inc., 8283 Greensboro Drive, Mclean, VA 2210-23830. The NGA believes BAH is the only source reasonably available to satisfy the government requirements for the next 6 months until competition of the follow-contract award. Pursuant to FAR 8.405-6(a)(1)(B), ""Only one source is capable of providing the supplies or services required at this level of quality required because the supplies or services are unique or highly specialized�. The GBCA bridge contract will provide continuation support to complete the development, deployment integration, and operation and sustainment of capabilities for the Needs and Collection Management (NCM), a key strategic initiative for NGA. NCM acts to identify, filter, assess, and pair the growing volume and complexity of DoD and IC customer mission needs, foundation and intelligence alike. Content is foundation and intelligence data, information, and knowledge that are discoverable and accessible. The bridge contract requires technical and specialized expertise the above support. The period of performance for this requirement will be for 6-month base period and two (2) 3-month options. This notice in accordance with FAR Subpart 5.2, and is not a request for competitive proposals.� All responsible sources may submit a capability statement, proposal, or quotation in sufficient detail, which shall be considered by the NGA. �A determination is solely within the discretion of the Government.
