Description
This is a NOTICE OF INTENT TO AWARD A SOLE SOURCE PURCHASE ORDER to a small business concern and is not a request for competitive proposals. The Department of Commerce/NOAA/National Marine Fisheries Service (NMFS)/Northeast Fisheries Science Center (NEFSC) intends to negotiate with and issue a sole source, firm-fixed price award to Arctic Rays LLC, Groton, MA 01450 under Simplified Acquisition Procedures in accordance with 10 U.S.C 2304 (c) as implemented by the Federal Acquisition Regulation (FAR), FAC 2021-07, effective date 09-07-2021. IAW FAR 13.106-1(b)(1), only one responsible source, and as authorized by FAR 6.303. The associated North America Industry Classification System (NAICS) Code is 335129 and the Size Standard is 500 employees. The anticipated award date is September 22, 2021. NEFSC, Ecosystem Survey Branch, Woods Hole, MA has a requirement for six (6) Dragonfish Mini Strobe to provide sufficient and focused lighting vision on specialized scientific UxS/AUV equipment capable of syncing to the shutter speed of digital cameras. Dragonfish Mini strobes meet the Government critical specifications of a variable strobe rate range of at least 8Hz to sync with cameras, low current draw (not to exceed 600mA @ 28VDC) to extend AUV operational time, small form factor no larger than 65mm x 65mm to fit within an AUV�s limited space, externally controllable strobe rates, and at least 30k Lumens per strobe.� Additional criteria include variable strobe rates between 0Hz and 10Hz and minimal delay between trigger signal and strobe firing. The Government intends to solicit and negotiate with only one source for this requirement. This notice of intent is not a request for quotes. It is for informational purposes only and shall not be construed as a commitment by the Government. A determination by the Government not to compete this requirement based on responses to this notice is within the discretion of the Government. Interested firms may identify their interest by providing a capability statement which must show clear and convincing evidence that competition of this requirement would be advantageous to the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement in the future. Interested firms may submit their capability statement no later than Tuesday, September 20, 2021 at 11:00 AM Eastern Standard Time. Oral communications will not be accepted.
