Number DP/QCBS/MCA-M/LG-09/Compact -PP-16 Type of Procurement (goods, works or services as applicable) Consultants and Consulting services Employer Millennium Challenge Account-Morocco (Agence MCA-Morocco) Publication Date September 03, 2021 Submission Deadline October 07, 2021 at 3 p.m in Rabat, Morocco, via the Dropbox link given in the RFP The Millennium Challenge Account-Morocco has received financing from the Millennium Challenge Corporation toward the cost of the �Education and Training for Employability� and �Land Productivity� Projects and intends to apply part of the proceeds toward payments under the contract for the Selection of a firm in charge of the technical assistance in the design of the integrated information system of the multi-use economic cadaster. MCC�s funding is appropriated by the U.S. Congress and obligated to the compact up-front, with no incremental or partial funding. So, when a contract is signed with an MCA Entity, money is already available to the MCA Entity and, for most contracts, invoices are paid directly to Consultants by the US Treasury. MCA-Morocco now invites proposals from eligible consultants for the technical assistance in the design of the integrated information system of the multi-use economic cadaster for the Government of Morocco which will include legal (""registered parcels""), economic (""unregistered parcels""), urban planning, socio-economic and infrastructure cadastral information. The objective of the system is to ensure efficient management of land information to enable better land governance in Morocco. The consultant will perform an analysis of the current land information systems and of the cadastral and land information needs of the various actors through a participatory approach, including use of international benchmarking. The consultant will help to define the architecture of the proposed cadastre to include hardware and software configuration and implementation modalities. In addition, the consultant will develop an action plan for the implementation and sustainability of this system and may support drafting legal texts if necessary to establish the multi-use cadastre. The MCA-Morocco will award a contract, of a duration of 15,7 months maximum without exceeding the date of the end of the Compact. The options provided will be activated at the sole discretion of MCA-Morocco. Bidding will be conducted through the Quality and Cost Based Selection (QCBS) procedures as specified in the MCC Program Procurement Guidelines (PPG), and is open to all eligible consultants as defined in the PPG.
