//Site Visit Available 9/17/21 - Call 253-227-9348 to arrange// Combined Synopsis/Solicitation (Best Value) The National Oceanic and Atmospheric Administration (NOAA), Office of Marine and Aviation Operations/Marine Operations Center � Pacific requires annual small boat services for four (4) small boats assigned to the NOAA Ship Rainier as described in the statement of work. This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. (ii) Solicitation number NM-AN2120-21-01362 is issued as a firm fixed price, commercial, request for quotation (RFQ). (iii) The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2021-06. (iv) The NAICS code for this acquisition is 336612, Motorboat, inboard or outboard, building; the small business size standard is 1,000 Employees. (v) Line items are as follows: CLIN 1:�������������� HRN-1905 � Replace Yamaha 703 Throttle and Shift Controller CLIN 2:�������������� HNR-1905 � Replace helm controller and hydraulic steering hoses CLIN 3:�������������� HRN-1906 � Provide assessment (in writing) of condition of ����interior/exterior hull CLIN 3aa:��������� Option for Conditions Found CLIN 4:�������������� Provide and Install new Polyurethane fuel tank and run associate lines and equipment. CLIN 5:�������������� HRN-1906 � Replace hydraulic hoses for helm controller to steering rail CLIN 6:�������������� HRN-2205/2701 � Reroute oil drains for engine and reduction gearboxes (see statement of work for diagrams/pictures) (Qty: 2) CLIN 7:������������� HRN-2205/2701 � Change engine oil/filter and reduction gearbox oil (Qty: 2) CLIN 8:�������������� HRN-2205/2701 �Pressure test coolant over flow tank (Qty: 2) CLIN 9:�������������� HRN-2205/2701 � Replace coolant, anodes, thermostat, & raw water pump (Qty: 2) CLIN 10:������������ HRN-2205/2701 � Clean bilge tanks/remove residual fluids (Qty: 2) ������������� CLIN 11:����������� HRN-2205 � Replace drive belt on Hamilton jet drive (Jet will need ������������������������������������������������ �������������removed in order to access pump and belt). (vi) Description of requirements for the items to be acquired:� The vendor is to perform annual service to the small boats assigned to the NOAA Ship Rainier per the attached statement of work. (vii) Date(s) and place(s) of delivery and acceptance and FOB point.� NOAA will have the small boats located at the Marine Operations Center � Pacific in Newport, Oregon.� All service will be performed on site. ������������� Period of performance:� Date of Award � December 15, 2021 (viii) The provision at 52.212-1, Instructions to Offerors�Commercial, applies to this acquisition without addenda. (ix) The provision at 52.212-2, Evaluation�Commercial Items, applies to this acquisition.� 52.212-2 Evaluation�Commercial Items (Oct 2014) (a) The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate offers: Demonstrated Capacity to meet the requirements of the Statement of Need Price Past Performance Factors are listed in order of importance. This will be awarded based on best value to the government. Offers that do not meet all the criteria in the Statement of Work will be considered only after review of offers that meet all requirements. If offers meeting all requirements are found to be acceptable and reasonably priced, offers that meet partial requirements will not be evaluated. (b) A written notice of award or acceptance of an offer, mailed or otherwise furnished to the successful offeror within the time for acceptance specified in the offer, shall result in a binding contract without further action by either party.
