Description
SURFACE TOW CRADLE-REPLACEMENT (STC-R) BOW REPAIR BPA This requirement is limited to small businesses familiar with the STC-R, it�s composit manufacturing and repair process. � The Naval Surface Warfare Center Panama City Division, FL (NSWC PCD) intends to award a Blanket Purchase Order using simplified acquisition procedures to vendors familiar with the STC-R, it�s composit manufacturing and repair process for the anticipated STC-R repairs during upcoming testing events.� Only vendors with prior knowledge and experience with the STC-R and how it is fabricated shall be considered for the following reason: if an STC-R were to not be available during testing due to repair delays, significant costs to the Government would be incurred as an entire ship and all Navy/DoD civilians would be waiting for the equipment to be repaired and returned.� In addition, if delays were to be extended beyond the allotted testing ship schedule, the overall project schedule would be delayed and the needed equipment would not be provided to the fleet as required.� Unplanned STC-R bow repairs typically need to be executed (equipment received, assessed, repaired, returned) within 1-2 weeks to avoid delays to testing schedules.� As such, only vendors with prior knowledge and experience with the STC-R and how it is fabricated shall be considered to perform the required tasking. �Destination to the Naval Base San Diego, 3455 Senn Road, San Diego, CA 92163 or Naval Support Activity Panama City (NSA PC) Receiving Office Building 100, 100 Vernon Ave., Panama City, FL 32407.�Small Business Size standard 1,250 employees, NAICS Code 336611. PSC is J019. MUST provide proof of past performance on the STC-R for quote to be considered.� MUST have an active registration in SAM with no exclusions. MUST be registered�VETS-4212 to be eligible for award. BRAND NAME JUSTIFICATION FOR SURFACE TOW CRADLE-REPLACEMENT (STC-R) BOW REPAIR BPA (PURCHASE REQUEST 1300TBD) 1. Identification of the agency and the contracting activity, and specific identification of the document as a �Brand Name Justification.� This is a brand name justification. Contracting activity is the Naval Sea Systems Command, Naval Surface Warfare Center, Panama City Division (NSWC PCD), 110 Vernon Avenue, Panama City, FL 32407-7001, Contracts Department (Code 02) 2. Nature and/or description of the action being approved. This action will award a blanket purchase order to the lowest price offeror that meets the specification herein. 3. A description of the supplies or services required to meet the agency�s needs (including the estimated value). NSWC PCD will be testing equipment and utilizing the STC-R during the test events. All test events are currently planned in the Southern California/San Diego area. All requested services will include an assessment of current condition and development of a quote to repair the composite STC-R bow(s) to resolve and conditions found and bring the asset to desired configuration to support operations. The comprehensive service for each bow will vary based on the specific asset�s condition and what is approved by the Government. Potential services include detailed inspection and performance testing, disassembly, tear-down, composite lay-up and/or reinforcement, correction and/or re-application of protective coatings, and salvage of components. The requested services require highly specialized knowledge in composite manufacturing and watercraft design as well as the capability to apply that knowledge for use in non-standard operational environments. Only vendors familiar with the STC-R and how the STC-R is fabricated shall be considered. The services will be required for a base year with one (1) option year. This acquisition will be conducted using simplified acquisition procedures with a total estimated value greater than $25,000. The Government's minimum needs have been verified by the certifying technical and requirements personnel. This memo does not authorize acquisition for other requirements. This purchase will be funded with FY21 RDT&E. 4. Identification of the justification rationale and, if applicable, a demonstration of the proposed contractor�s unique qualifications to provide the required supply or service. 10 U.S.C. 2304(c) (1) - Application for brand name description FAR 6.302-1(c). The STC-R bow is a custom fabricated component that is critical to executing watercraft launch and recovery aboard the Independence variant Littoral Combat Ship. Repairing the composite STC-R bows cannot be accomplished through purchase and installation of commercial off the shelf products or through services using standardized training. The requested services require highly specialized knowledge in composite manufacturing and watercraft design as well as the capability to apply that knowledge for use in non-standard operational environments. Only vendors familiar with the STC-R and how the STC-R is fabricated shall be considered. Unplanned STC-R bow repairs typically need to be executed (equipment received, assessed, repaired, returned) within 1-2 weeks to avoid delays to testing schedules. If an STC-R were to not be available during testing due to repair delays, significant costs to the Government would be incurred as an entire ship and all Navy/DoD civilians would be waiting for the equipment to be repaired and returned. In addition, if delays were to be extended beyond the allotted testing ship schedule, the overall project schedule would be delayed and the needed equipment would not be provided to the fleet as required. As such, the Government does not expect significant savings through competition and does expect significant and unacceptable delays that will negatively impact this requirement. Therefore, it is in the Governments� best interest to acquire services from vendors who meet the STC-R familiarity and knowledge requirements. 5. A determination by the ordering activity contracting officer that the order represents the best value consistent with FAR 13.106-1(a). The Contracting Officer has determined that the order represents the best value and results in the lowest overall cost alternative (considering price, reoccurring cost, administrative costs, engineering and redesign costs, etc.) to meet the Government�s needs. 6. A description of the market research conducted among schedule holders and the results or a statement of the reason market research was not conducted. For the reasons specified in paragraph 4 above, vendors who meet the STC-R familiarity and knowledge requirements are the only vendors that can meet the Government�s needs. This requirement is not exempt from synopsis and will be made available through the government point of entry, Sam.gov. 7. Any other facts supporting the justification: None. 8. A statement of the actions, if any, the agency may take to remove or overcome any barriers that led to the restricted consideration before any subsequent acquisition for the supplies or services is made. As stated in paragraph 4 above, vendors who meet the STC-R familiarity and knowledge requirements are the only vendors that can meet the requirement.
