- REQUEST FOR QUOTES 36C24222Q0008 has been posted manually to all GSA FSS Schedulers. This is an unrestricted open and continuous RFQ for three (3) Anesthesiologists. Post was initiated on 09/15/2021. REQUIREMENT: 3.00 FTE Anesthesiologist for Albany VAMC PLACE OF PERFORMANCE All services will be performed onsite. ADDRESS: Samuel S. Stratton VA Medical Center, 113 Holland Avenue, Albany, New York 12208 DESCRIPTION OF SERVICES: Albany VAMC has an IMMEDIATE need for a contracted agency that can provide a minimum of three (3) Board certified/Board Eligible Anesthesiologists who are located within the Albany metropolitan area who are readily available for the comprehensive coverage needs. It is intended to award multiple BPAs on GSA FSS only as a result of solicitation 36C24222Q0008. However, should it be in the best interest, the Government reserves the right to award a single agreement. Solicitation will be posted for one year unless requirement has been met. An amendment to the RFQ will be posted for any changes pertaining to the FTE or change in response deadline dates. Anesthesiologists shall be required to work forty (40) hours a week during business hours for the Operating Room (OR): Monday through Friday, 7:00 a.m. to 3:30 p.m., to include all on call coverage at the current time, unless no longer needed at the discretion of the Chief of Surgery. Contractors will be required to be on call every weeknight, every weekend, every holiday during the contract period. Schedules for on-call requirements may change based upon hiring of full time Anesthesiologists. Contractor must make the Contractor s physician (s) available on-call during all hours when the medical facility is closed, including evenings, weekends and holidays. Pricing will be Fixed Price, to include offering of travel and lodging reimbursement for those contractors who are located outside of the commuting distance as per Federal Travel Regulation and GSA Policy and Procedures. QUALIFICATIONS: License: The Contractor s Anesthesiologist(s) assigned by the Contractor to perform the services covered by this contract shall have a current license to practice medicine in any State, Territory, or Commonwealth of the United States or the District of Columbia) when services are performed onsite on VA property. All licenses held by the personnel working on this contract shall be full and unrestricted licenses. Contractor s Anesthesiologist(s) who have current, full and unrestricted licenses in one or more states, but who have, or ever had, a license restricted, suspended, revoked, voluntarily revoked, voluntarily surrendered pending action or denied upon application will not be considered for the purposes of this contract. Board Certification: Contractor s Anesthesiologist(s) shall be Board Certified /Board Eligible by the American Board of Anesthesiology (ABA) and be currently certified in Basic Life Support (BLS) Advanced Cardiac Life Support (ACLS) or equivalency. All continuing education courses required for maintaining certification must be kept up to date at all times. Documentation verifying current certification shall be provided by the Contractor to the VA COR on an annual basis for each year of contract performance. Credentialing and Privileging: Credentialing and privileging is to be done in accordance with the provisions of VHA Handbook 1100.19 and VHA Directive 2012-030 referenced above. The Contractor is responsible to ensure that proposed Anesthesiologist(s) possesses the requisite credentials enabling the granting of privileges. No services shall be provided by any Contractor s Anesthesiologist(s)prior to obtaining approval by the Samuel S. Stratton VA Medical Center Professional Standards Board, Medical Executive Board and Medical Center Director. Technical Proficiency: Contractor s Anesthesiologist(s) shall be technically proficient in the skills necessary to fulfill the government s requirements, including the ability to speak, understand, read, and write English fluently. Contractor shall provide documents upon request of the CO/COR to verify current and ongoing competency, skills, certification and/or licensure related to the provision of care, treatment and/or services performed. Contractor shall provide verifiable evidence of all educational and training experiences including any gaps in educational history for all Contractor s Anesthesiologist(s)and Contractor s Anesthesiologist(s) shall be responsible for abiding by the Facility's Medical Staff By-Laws, rules, and regulations (referenced herein) that govern medical staff behavior. Scope of Care: Contractor s Anesthesiologist(s) (as appropriate and within scope of practice/privileging) shall be responsible for providing Anesthesiology care, including, but not limited to: Clinic and Surgical Care: Contractor s Anesthesiologist(s) shall provide clinical Anesthesiology services. Contractor s Anesthesiologist(s) shall be present on time for any scheduled clinics/surgeries as documented by physical presence in the clinic or operating room at the scheduled start time. Operative Services: Contractor s Anesthesiologist(s) shall provide comprehensive clinical anesthesiology services including patients undergoing surgery, orthopedic joint replacement, and major vascular, thoracic, plastic, ENT, urologic and ophthalmologic operations. Contractor s Anesthesiologist(s) shall provide comprehensive clinical anesthesiology services for patients undergoing diagnostic and therapeutic procedures in the gastrointestinal and radiological suites. Contractor s Anesthesiologist(s) shall provide consultative clinical services for all patients in the surgical intensive care, short stay unit, acute pain management services, and emergency airway management. Contractor s Anesthesiologist(s) shall provide consultative services at the patient s bedside if the patient is not ambulatory and, in the clinic, setting if the patient is able to report to the outpatient clinic. Medications: Contractor s Anesthesiologist(s) shall follow all established medication policies and procedures. No sample medications shall be provided to patients. ADMINISTRATIVE: estimated 10% of time not involved in direct patient care Quality Improvement Meetings: The Contractor s physician (s) shall participate in continuous quality improvement activities and meetings with committee participation as required by the VAMC Chief of Service, Chief of Staff, or designee. TYPE OF CONTRACT: Fixed Price BPAs Per Diem Allowable for: Travel reimbursement is authorized in accordance with Federal Travel Regulations. ADDITIONAL INFORMATION BASED ON SERVCIES NEEDED THAT MAY BE OF INTEREST TO ASSIST WITH QUOTE SUBMISSION AND RECRUITMENT EFFORTS: 1.Albany Surgery consist of services by the Anesthesiologists to perform duties involving General Surgery, Orthopedics (No Back procedures), Otolaryngology, Ophthalmology, Plastic Surgery, Urology, Gynecology, and Vascular Surgery. Albany VAMC DOES NOT PERFORM heart surgery, neurosurgery, multisystem trauma, bariatric surgery, or transplantation. 2. Credentialing and Privileging time varies widely it is largely dependent on how attentive the candidate is to completing his/her part (i.e. how quickly they return the materials), whether they have foreign training that must be verified, and how many prior positions that they have held within the last ten years must be verified. 3. Security Background Clearance time frame all depends on what the Anesthesiologists includes in the e-Qip. The e-Qip is time sensitive. It is crucial for all submitted applicants to gather previous employer history for ten years, point of contact information that includes complete address, name of supervisor, all residences that they have lived in the past ten years, people who knew them at each location, etc.. , information if traveled outside of the continental United States, complete address, purpose of travel, personnel or business etc.. 4. The average number of cases per day is estimated at 3 to 5. 5. No contracted Anesthesiologist will supervise any CRNAs. 6. Support staff consists of Full time RN s and scrub techs for Or and Anesthesiologists pre--op clinic is staffed by a PA. 7. On-call is outlined within the Hours of Operation within the PWS.
