Description
The purpose of this Amendment 0002 is to post contractor questions and answers as well as extend the quote due date for this request. (xv) RFQ responses are due 09/21/2021 at 10:00 AM EST. RFQ responses must be submitted via email to: Stefanie.carter3@va.gov Hand deliveries shall not be accepted. Answers to contractor questions asked are listed below. What is the form of the existing 2017 written asset equipment inventory (page 9 item D)? Is it in Excel or must pre-2018 written data need to be added to a new spreadsheet? The equipment inventory is in an Excel spreadsheet. No new inventory has been added since approximately 2016. This cannot be completed virtually and the contractor will need to be on site to identify new equipment added. Does the site have work order/preventative maintenance software and is an equipment list contained therein? (Can an Excel list be generated by the software?) The existing work order and preventative maintenance software is the VISTA Engineering Work Order Module / MERS. An Excel list can be generated by the software, though no new equipment has been added since around 2016, if not later. Does the site have operating manuals or similar documentation for all equipment so preventative maintenance procedures can be easily found and referenced? Are they all in one location? Is there an inventory of this documentation? Not all, but we have a good majority of them. If they exist, the documentation is with the shop the equipment belongs to, not in a central location. Some newer documents may only be in digital format. There is no inventory. Can most interviews and meetings be held via Zoom to reduce COVID risks and save on travel time/cost? To validate equipment inventory and locations based on the significant construction that has taken place since 2017, site visits will be required. Will SOC and TJC inspection reports be available? Yes Does the VISN intend to contract for services similar to this solicitation for other VISN facilities? Are any such efforts presently underway? Not that I am aware of. Are electronic plans available as CD disks for contractor review of key system baselines and post 2017 updates? We can provide some drawings, but there is no guarantee that there are full as-builts, so site visits are required to verify. On page 8, in Section 3.A., will the Contractor be assigned a liaison with whom to coordinate the interviews and provide access to the areas of the VACWM facility (or facilities) that have electric systems that are part of the inspection and evaluation?  Yes. Is the campus of the medical center (as stated on page 8, in Section 3.C.) comprised of one or more buildings and, if more than one, how many buildings are on campus and will any of them need to be evaluated, too There are 20buildings on campus with equipment that will have equipment that will need to be included. Along with updating the employee training requirements as stated on page 7, Sections 2.1.A, is there also a requirement to conduct training classes and, if so, are these classes: 1. Within Scope of this Solicitation?, 2. Takes place within the Performance Period, 3. Take place on-site or virtual, and 4. How many employees require this training? Approximately 20 employees will require training on the plan and it can be conducted virtually but should be in the performance period. Can the 2017 VACWM Critical Systems Management Plan be made available to the Contractor for review and comparison of the current 2021 state of the facilities?  Yes, see attachment. Does page 9, Section 3.E.i, indicate there is a requirement to document/update the location identifiers in the inventory only or does the requirement include a physical re-labeling of all systems and components in detail? No physical relabeling required. Are any proposed solutions mentioned on page 9, Section 3.G.i, to be in separate proposal(s)  and should the proposal(s) include pricing?  No pricing required, but would be helpful to the VA as market research.  This is not to be construed as a solicitation. (Will these be bid out as separate projects or in aggregate?) It depends.  Assume individually. What is the approximate square footage of the building(s)?  Approximately 600k sq ft. Line Item Quantity Unit Description Price Total 001 1 JB Update the 2017 Utility System Management Plan including asset, equipment and building inventories, inspection, testing, maintenance and PM schedules, employee training requirements and the implementation plan. All parts of the Scope of Work shall be completed within a three (3) month period of time from date of award or sooner.
