Description
SYNOPSIS/PRE-SOLICITATION NOTICE Keesler Air Force Base (KAFB) Base Operations Support (BOS) The Air Force Installation Contracting Center (AFICC), 338th Enterprise Sourcing Squadron (ESS), at Joint Base San Antonio (JBSA) - Randolph, Texas (TX), is providing a notice of intent to issue a Solicitation/Request for Proposal (RFP) to provide non-personal services and Base Operations Support (BOS) at KAFB in Biloxi, Mississippi (MS).� The proposed solicitation/RFP identifier will be FA300221R0012. This pre-solicitation notice is for informational purposes only and shall not be construed as a commitment by the Government to solicit contractual offers or award of a contract. The Government is not soliciting nor will it accept proposals as a result of this synopsis/pre-solicitation notice. The Government will also not reimburse respondents for any questions submitted or information provided as a result of this notice. The North American Industry Classification System (NAICS) code will be 561210 - Facilities Support Services, with a small business size standard of $41.5 million, and the Product Service Code (PSC) will be S216 - Facilities Operations Support Services.� The period of performance is anticipated to consist of a 12-month base period that will include a 60-day mobilization period, four (4) 12-month option periods, and the possibility of two (2) 12-month incentive option periods.� This acquisition will be a competitive 100% Small Business (SB) set-aside and will be a Best Value/Subjective Trade-off source selection. The source selection will be conducted in accordance with (IAW): 1) Federal Acquisition Regulations (FAR) 15, Contracting by Negotiation, 2) Defense FAR Supplement (DFARS) Part 215.3, Source Selection, 3) Office of the Under Secretary of Defense (OSD)/Acquisition, Logistics and Technology (AT&L) Memorandum, dated 1 Apr 16, and Department of Defense (DoD) Source Selection Procedures, dated 31 Mar 16, 4) Air Force FAR Supplement (AFFARS) Part 5315, Contracting by Negotiation, and 5) AFFARS Mandatory Procedures (MP) 5315.3, Source Selection.� This requirement involves providing non-personal BOS for the 81st Training Wing (TRW) located at Keesler AFB, near Biloxi (Harrison County), MS. The Service Provider (SP) shall provide all personnel, equipment, tools, materials, supplies and supervision required to accomplish a broad range of BOS services. The SP shall meet all requirements and responsibilities in the Performance Work Statement (PWS) applicable to the following eleven (11) functional areas: All Services Installation Management Operations Management Installation Engineering Grounds Maintenance Emergency Management Vertical Transportation Equipment Supply Services Community Services Human Resources Weather Services Services shall be performed IAW the objectives and responsibilities outlined in Public Law, Department of Defense (DoD)/Air Force (AF) series directives as well as Air Education and Training Command (AETC)/Wing/Base instructions, regulations, plans and applicable equipment and/or general support technical orders (TO)/data.� BOS services provide operating support to KAFB and encompass the above service areas to be performed by a single contractor. The above description of work is for the purpose of general information only and is not intended to encompass the entire scope of work. The solicitation/RFP is anticipated to be issued in October/November 2021. The RFP closing date and time will be specified in the solicitation/RFP and will be no less than 30 days after the issuance of the RFP. This will be an electronic solicitation release, therefore, the solicitation/RFP, its attachments, and any amendments will be posted on the SAM.gov website. Offerors must be registered in the System for Award Management (SAM) in order to participate in this procurement. A multi-day pre-proposal conference/site visit will be held approximately 14 days after release of solicitation/RFP. Attendance may be limited due to Health Protection Conditions (HPCONs) level. �The official schedule and instructions will be included in the solicitation/RFP. Dates listed above are approximate and included for reference only.� Actual dates will be specified in the solicitation/RFP.
