Description

The Naval Sea Systems Command (NAVSEA) intends to utilize other than full-and-open competition to award a contract modification under existing AEGIS Combat Systems Engineering Agent (CSEA) contract N00024-13-C-5116 to Lockheed Martin Rotary and Mission Systems (LM RMS), located in Moorestown, New Jersey (NJ). The intended contract modification will require LM RMS to provide AEGIS Capability Package 2023 (CP23) and Capability Package 2024 (CP24) engineering, development, integration and fielding to continue delivering incremental capabilities to New Construction and Modernized Destroyers while meeting the Navy�s schedule. Pursuant to 10 U.S.C. 2304(c)(1), as implemented by FAR 6.302-1, the Government intends to award this contract modification on a sole source basis to LM RMS. LM RMS is the current AEGIS CSEA under NAVSEA Contract N00024-13-C-5116. Therefore, it is the only firm with the requisite expertise, experience, and capabilities to fulfill the Governments requirements within the requisite schedule. The proposed contract action is for supplies for which the Government intends to solicit and negotiate with only one source under authority of FAR 6.302. Interested persons may identify their interest and capability to respond to the requirement. This notice of intent is not a request for competitive proposals. However, all responses received within fifteen days after date of publication of this synopsis will be considered by the Government. A determination by the Government not to compete this proposed requirement based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. This synopsis is being posted to the System for Award Management at https://sam.gov which is the official Government Portal of Entry.
