Description
The U.S. Army Corps of Engineers, Engineer Research and Development Center (ERDC), Coastal and Hydraulics Laboratory (CHL) intends to award a contract on a sole source basis to Reidville Hydraulics & Mfg. Inc. upon the basis of the authority provided at FAR 13.106(b)(1). A limited number of specialized vehicles have been developed for operation in the surf zone. The Coastal Research Amphibious Buggy (CRAB) is a unique three-wheeled vehicle built by the Wilmington District of the US Army Corps of Engineers.� The CRAB is for hydrographic surveys used to define shoreline and underwater features. In addition to surveying, the CRAB can also perform other tasks such as taking sand samples, obtain current and wave data, or serving as a stable platform for bottom coring and diving operations. The CRAB is a unique piece of equipment utilized since 1978 with 32 Series Hydraulic Wheel Motors, Type 32-02200 that exists at the hub of each wheel on the CRAB. The transmission of the power from the engine to each of the three wheels is accomplished through a hydraulic system. The variable-stroke function of the hydraulic pump allows a variable gear ratio in either forward or reverse and constant engine speed. Because it weighs 18,000 lbs. and cannot be dismantled, it cannot be moved from the Field Research Facility (FRF) in Duck, North Carolina in a cost-effective manner.� The ERDC-CHL has a need to procure three (3) new wheel motors, 32 Series Hydraulic Wheel Motor, Type 32-02200 with dirt seal plus one (1) existing wheel motor to be rebuilt.� These items are needed as soon as possible for the operational function of the CRAB for research. � The new Wheel Motors for the CRAB must meet several specifications as the CRAB is a highly specialized vehicle and the cost of modifications to the existing mounting structures, framework, and drive systems would be cost inhibitive to the FRF to continue operations.� The Stationary part will be mounted directly to the CRAB leg through a circular cut out on the CRAB.� This depth must be 0.92� (23.3mm) from the outer edge of the connecting flange where the hydraulic lines connect to the wheel motor and the diameter of the connecting flange at this portion must measure 8.27�.� The Stationary part must have 12 mounting screws �� diameter to mount to the Leg of the CRAB at a spacing of 30 degrees and holes #1 and #7 must be 9.84� (250mm + - 0.07)� The Stationary part must have 5 hydraulic ports (3 for 1 �� SAE Flange and 2 for �� SAE Flange hydraulic fittings) and must include 4 mounting screw holes for each measuring as follows: For the 1 �� SAE Flange; the screw holes must be 7/16� UNC at a depth of 1.18� (30mm) For the �� SAE Flange; the screw holes must be 3/8� UNC at a depth of 0.98� (25mm) (see Fig. 4) The Rotating part must include a dirt seal measuring 1.97� (50mm) depth with a diameter of 12.75� (323.9mm) (see Fig. 1, Fig. 5) The Rotating part must have 10 mounting holes for the CRAB wheel and tire measuring �� UNC spaced at 36 degrees and holes #1 and #6 must be 13.19� (+- 0.0079�) center to center. (see Fig. 6) The total width of the wheel motor must be 18.50� + - 0.197� (see Fig. 1) The wheel motor must be able to operate under water. Listed below is a picture of the Coastal Research Amphibious Buggy (CRAB). The figures below are the 32 Series Hydraulic Wheel Motor, Type 32-02200. Options: Assessment of up to three (3) existing 32 Series Hydraulic Wheel Motors to be rebuilt over a 36-month period of performance from date of the contract award.� Rebuilding of up to three (3) existing 32 Series Hydraulic Wheel Motors to be rebuilt over a 36-month period of performance from date of the contract award. Reidville Hydraulics and Mfg, Inc. is the only source reasonably available to satisfy the Government�s need because they are the manufacturer and sole distributor of the 32 Series Hydraulic Wheel Motor. Due to the proprietary nature of the parts, this is also the only source that can repair existing parts as well. ���� The associated North American Industry Classification System (NAICS) code is 332911, which has a size standard of 750 employees. This Notice of Intent is not a request for competitive quotations. �However, interested parties may identify their interest and capability to respond to this requirement. Any interested party that believes they can fulfill this requirement should submit a capability statement to be reviewed. All submissions will be considered, however there is no guarantee that submissions in response to this notice will in any way alter the Government's acquisition strategy. Responses to this notice shall be submitted NLT 12:00 PM CST, 20 September 2021 to kasey.davis@usace.army.mil Telephone responses will not be accepted. Responses to this notice will not be considered as a response to any solicitation, a request to be added to a prospective offerors list, or to receive a copy of any solicitation. �A determination by the Government not to compete the contract based upon responses to this notice is solely within the discretion of the Government.� Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. Note: In order to be eligible for award of a Government contract, vendors must be actively registered in the System for Award Management (SAM), have no active exclusions, and complete the FAR and DFARS representations and certifications.
