Description
The purpose of this United States Special Operations Command (USSOCOM) Source Sought Notification is to conduct market research in accordance with FAR Part 10 and identify potential sources to produce the Non-Standard Commercial Vehicle (NSCV) Three (3). The information requested in this notification is being sought for informational planning purposes only and does not constitute a Request for Proposal (RFP) or a commitment by the Government in any way. All information is to be furnished at no cost or obligation to the Government. The primary goal of this notification is to identify potential sources to support the Production and Deployment of the NSCV 3. The Government is currently contemplating a single award five-year indefinite delivery/indefinite quantity (IDIQ) contract with firm fixed price, (FFP), Cost Plus Fixed Fee (CPFF) and COST CLINs. No other program information related to total dollars available, total quantity of vehicles authorized, or timeline for official solicitation is available at this time.� NSCVs include but are not limited to dual cab pickups and sport utility vehicles and vehicle models may consist of, but not limited to, Toyota Hilux, Toyota Land Cruiser (76/79/300 series) and Volkswagen Touareg. �The purpose of this notification is to determine the suitability and maturity of the NSCV marketplace.� Please respond to all questions in the attached Technical Information Questionnaire (TIQ).� Responses should identify requirements that are considered major cost and/or schedule drivers in meeting a potential NSCV requirement.���� This notification is for market research and not an RFP or an announcement of a forthcoming solicitation. No solicitation document exists at this time nor will respondents be placed on a solicitation mailing list. Providing a response to this notice is completely voluntary and no reimbursement will be made for any costs associated with providing information in response to this market research or any follow-on requests for information. Family of Special Operation Vehicles (FOSOV) does not intend to provide any feedback or answer any questions or comments related to this Sources Sought Notification. The Government will not rank submittals or provide any reply to interested firms. POTENTIAL CHARACTERISTICS OF THE VEHICLES Vehicles will be the latest model vehicles typically found in central Asia; armored against ballistic threats; 4x4 wheel drive with heavy duty brakes and suspension to accommodate increased curb weight; full skid plates and running boards; diesel and gas engines; left hand drive; right hand drive; upgraded manual and manual to automatic transmission conversions; communications and electronic countermeasures system integration; delivery of all modified vehicle types is estimated to be within 180 days after award or issuance of a delivery order for the initial order followed on by 16 completed vehicles every 30 days thereafter until completion. The Government desired production rate is at least 16 completed vehicles per month but is open to a higher production rate. Further detailed information on ballistic threats is not available at this time.� Interested vendors shall have the capability to import/export all vehicles.� Companies must have and maintain an active Facility Clearance (FCL) at the secret classification level with storage capabilities to review/store pertinent classified annexes/documents. They must also have personnel cleared at the Secret classification level, at a minimum. The Government can provide a draft of the NSCV Performance Specification, as of 02 September 2021 or newer, to interested vendors. Interested vendors shall be United States Department of Defense contractors with active Government contracts. All requests for this data shall be submitted to ann.m.burks.civ@socom.mil and david.morris@socom.mil. Any request for this information shall provide the contract number along with a Government point of contact. All potential vendors shall have the capability to satisfy these requirements as stated without modification. Technical Information Questionnaire (TIQ) responses shall be submitted no later than 18 October 2021 by 5:30 PM EST to: ann.m.burks.civ@socom.mil, and david.morris@socom.mil.� Responses received after this date may not be reviewed.�The Government will not accept any telephone inquiries or comments regarding this questionnaire. All comments and/or concerns must be included in your technical questionnaire response.
