Description
In accordance with 10 U.S. Code � 2371b, an Other Transaction Agreement (OTA) has been awarded on 10 August 2021�under the Training and Readiness Accelerator (TReX) Consortium for the Beyond 3D prototype project. A Request for Solutions for this effort was issued through TReX on 24 March 2021, which resulted in the submittal of 2 total responses. As a result, the prototype project was awarded�to CAE USA MSI Corporation located in Tampa, FL in the amount of $38,895,833.97 for all phases and options of this effort. Beyond 3D addresses the technical gaps noted from previous work efforts/program on the Joint Staff J7 Terrain efforts, Geospatial Metaverse,�SOCOM BAA, Rapid 3D OTA and the FG3D efforts for modeling and simulation purposes for both the DoD and IC communities.� NGA desires advanced technology for further development and application to the NGA community at large for their unique specifications. The Beyond 3D prototype project will use the latest version of the USSOCOM RAPID 3D prototype in order to further advance the prototype for the NGA user community and include current FG3D technical efforts. The Beyond 3D prototype project will also continue to advance the SOCOM Rapid 3D work and address gaps noted within the FG3D program. These efforts include access to NGA holdings within the NGA cloud system architecture to include scalability as well as additional APIs and/or SDKs to allow for seamless integration within the DoD and IC communities.� Scalability to provide a geospatial big data architecture that supports both command and control (C2) and modeling and simulation (M&S) users requires the ability to serve up geo-specific real-world content, in a rapid fashion to the user communities. The desired system will transform and conflate source from multiple sensors into an environment that supports machine to machine automation to accelerate processing, exploitation, and dissemination and the generation of OGC CDB compliant databases. The cloud-based environment will be capable of integrating applications, data, systems and services planned to be transitioned to modern commercial technologies and streaming updated information to tactical users, as well as others within the modeling and simulation environments, in real time without degradation of services.� For new capabilities and tools, the same objectives noted in the Rapid 3D prototypes applies to include new solutions development for low TRLs, in an Agile fashion, to achieve an overall TRL 8 for all capabilities over the next 24 months.� Upon successful completion of this prototype effort, the Government anticipates that a follow-on production effort may be awarded via either contract or transaction, without the use of competitive procedures if the participants in this transaction successfully complete the prototype project as awarded. The Government defines success as the vendor(s) successfully completing Beyond 3D. Note: Should the selected vendor fail to demonstrate progress or be unsuccessful in the accomplishment of the goals of this prototyping effort, the Government reserves the right to return to the results of this competition and award additional Other Transaction Agreements to one or more of the vendors that responded to the initial Request for Solutions, as appropriate within the scope and evaluated results of the competition.
