Description

Introduction This is a notice of intent, not a request for a quotation. A solicitation document will not be issued and quotations will not be requested. Purpose The National Institute of Standards and Technology (NIST) intends to negotiate a firm-fixed priced purchase order on a sole source basis with Rexel USA, Inc. of Capitol Heights, MD. The purchase order will be for the purchase of Allen Bradley Components for a Robotics Manufacturing Test Bed. Authority This acquisition is being conducted under the authority of FAR Subpart 13.106(b)(1) allowing the Contracting Officer (CO) to solicit from one source. The North American Industry Classification System (NAICS) code for this acquisition is 334111 � Electronic Computer Manufacturing with a size standard of 1,250 employees.a � Description The National Cybersecurity Center of Excellence at the National Institute of Standards and Technology (NIST) has been collaborating with industry on the topic of cybersecurity in manufacturing . The purpose and objective of this procurement is to acquire the components needed to build a robotics manufacturing test bed that represents the architecture most commonly used in the US manufacturing industry. The NCCoE requires the Allen-Bradley Programmable Logic Controller (PLC) components as they represent the US manufacturing architecture environment and, therefore, are needed for the research to align with current industry practices. While the required components Allen Bradley parts are manufactured by Rockwell Automation, Rexel USA, Inc. is the sole supplier of original equipment manufacturer parts and exclusive representative of Rockwell Automation in the United States.� The technology is proprietary to the company and Rockwell Automation does not authorize other resellers.� Therefore, only Rexel USA, Inc. is capable of supporting this requirement and a sole source acquisition is necessary. Interested parties that believe they could satisfy the requirements listed above for NIST may clearly and unambiguously identify their capability to do so in writing by or before the response date for this notice. This notice of intent is not a solicitation. Any questions regarding this notice must be submitted in writing via email to Ms. January Magyar, Contract Specialist, at January.Magyar@nist.gov. All responses to this notice of intent must be submitted via email to January.Magyar@nist.gov so that they are received no later than July 20th at 11:00 AM Eastern Time.
