Description
This special notice is in accordance with FAR 5.2, Synopses of Proposed Contract Action.�This Notice of Intent is not a request for competitive quotes. This is not a solicitation or request for quote. The USDA-ARS Corn Insects and Crop Genetics Research Unit (CICGRU) in Ames, IA has a need of a Near Infrared Spectrophotometer to predict the composition of corn grain. USDA-ARS MWA Office in Peoria, IL intends to make a sole source award to FOSS North America, Inc. This equipment is needed as part of a congressionally mandated collaboration between the USDA-Agricultural Research Service, Dr. Charles Hurburgh of Iowa State University, and the Michael Fields Agriculture Institute. Both Dr Hurburgh, an expert in this type of equipment who advises the National Institute of Standards and Technology, and Paul Scott, the USDA end user, conducted reviews of the various types of equipment available to carry out whole spectrum near infrared spectral analysis of whole grain samples. Due to the collaborative nature of this requirement, each entity is required to purchase the same equipment to assure accurate and comparable data results. Due to his expertise, Dr. Hurburgh took the lead on selecting the piece of equipment which would be the most accurate, and cost effective. No instruments were excluded from consideration when instruments were reviewed for this project. Reviews included hands-on evaluation of the instruments as well as the comparison of products specs for every instrument that could be found. Several manufacturers make laboratory instruments that are not suitable for whole grain analysis because they require ground samples. These were eliminated from consideration. After extensive market research was conducted the product selected was the Foss Infratec Nova Grain Analyzer NIR spectrometer. Foss North America is the only manufacturer and vendor of the Foss Infratec Nova NIR spectrometer. This specific make and model was selected because it is compatible with existing equipment, therefore decreasing the overall cost of the project. In congressionally mandated research, we are required to share data and calibrations among a network of researchers who all use the same instrument. Due to variation in optical systems and software among different models, it would not be possible to share data in this way using a different make and model of instrument. This purchase will be made utilizing Simplified Acquisition Procedures in accordance with: Federal Acquisition Regulation 13.106-1(b)(1) For purchases not exceeding the simplified acquisition threshold. (i) Contracting Officers may solicit from one source if the contracting officer determines that the circumstances of the contract action deems only one source reasonably available. NAICS code for this requirement will be 334516, Analytical Laboratory Instrument Manufacturing, with a small business size of 1,000 employees. The PSC code for this requirement will be 6635. No solicitation or solicitation package will be issued. This notice of intent is not a request for competitive quotations; however, interested vendors that are capable of providing the specified product are invited to submit responses to the Government for consideration. Interested parties may identify their interests and capability to respond to this requirement by no later than September 24, 2021 (09/24/2021) at 5:00PM (CST). Any submission in response to this notice must show clear and convincing evidence as well as be in sufficient enough detail to show that they can provide the specified product and that competition would be advantageous to the Government. Information received will be considered solely for the purpose of determining whether or not to conduct a competitive procurement. The award will be made by no later September 30, 2021 (09/30/2021). Again, this is NOT a request for competitive quotes.�This notice is for informational purposes only. Responses received shall be considered by the agency; however, determination by the Government whether or not to compete this proposed award upon response to this notice is solely within the discretion of the Government. No reimbursement for any cost connected with providing capability information will be provided.
