Page 6 of 6 Further Questions on 36C10X21R0036 VA Biomedical Support Services PWS REFERENCE (Paragraph/Page Number) ISSUE or CLARIFICATION Requested PWS Sample Resumes Page 72 and Clarification Questions to the VA BMET Support Service 36C10X21R0036 from Amendment 0002 issue and clarification - PWS Sample Resumes Page 72 RESPONSE Issue: Definition of Sample Resume. Clarification: The Questions and Answers document Clarification Questions to the VA BMET Support Services 36C10X21R0036 gives the following direction concerning the resumes required with the Sample Task Order element of our Solicitation response: A resume is required for each person being used in each labor category to fulfil the sample task order. This would literally be interpreted to mean that the Government is requesting at least 13 Project Manager resumes for the Sample Task Order submission. However, as discussed above, 13 Project Managers would mean that each Project Manager is managing only 2.85 FTE according to the hours listed on the Sample Task Order. REPONSE: The VA is expecting to review one project manager resume per vendor bid for the base IDIQ that will be the Project Manager that the VA works with regarding the overall contract. The VA is expecting to have a Project Manager assigned to work directly on each individual task order to address contract/task order needs, per Section 7 Scheduling and Status Reports of the PWS. Additionally, a role and professional service that may be required in a task order is a project manager that would provide project management support as a professional service. In this context, project management is defined specifically as: Overall project management. Project management, coordination, and system configuration design with clinicians and vendors to implement new equipment/clinical systems. Includes preparation, participation, and leadership of meetings, conference calls, and communications. Includes creation, development, and upkeep of project documentation. This work is generally performed following issuance of purchase order or contract award for new equipment/systems and extends through first clinical use and transitions to operational sustainment, per Section 8.1 Professional Services of the PWS. For this type of work, we are expecting to receive approximately 12 project manager resumes for the Sample task order, one of which being the overall task order Project Manager. A00002 Questions and Answers Document Clarifications #2 Attachment F Sample Order PWS Final 0002 Section E.1 Addendum A.8 (page 72 of 99) Issue: Resume page limit clarification Clarification: A0002 provides the following guidance concerning the length of resumes allowed in the Sample Task order part of the proposal submission: Yes, all resumes should be a maximum of 1 page and included with Volume I, see revised Section E for details. (emphasis added) However, the final edited Solicitation Amendment instructions (titled 36C10X21R0036 Amendment 00002 FINAL.docx) states the following concerning the page limits of resumes: Resumes are not included in the page limitation, but are limited to 2 pages each. (emphasis added, Page 72 of 99) Please clarify whether resumes submitted as part of the Sample Task order are limited to one page per resume or are limited to two pages per resume. REPONSE: All resumes for IDIQ base and sample order are not included in the page count and will be limited to 2 pages each.
