- 9/17/2021: Amending solicitation to include a summary of the site visit clarifications and an amendment to the solicitation correcting the quote due date to match this combined synopsis/solicitation. _________________________________________________________________________________________ This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. Solicitation W50S9F-21-Q-0010 is issued as a Request for Quotation (RFQ) using the procedures in FAR Part 13 and FAR Part 12. This RFQ is solicited using full and open competition. The NAICS code is anticipated to be 334220, with a Small Business Size Standard of 1,250 employees. General description of requirement: The 115th Fighter Wing requires seven ground-to-air radios: six fixed radios and one mobile radio. All necessary equipment and labor is required to install and make the radios fully functional; however, the antenna systems for the fixed radios are already installed and replacement is not required. See the attached Purchase Description and SF1449 for line items and more information. The Government intends to award a contract resulting from this solicitation to the responsible offeror whose quote conforming to the solicitation will be most advantageous to the Government, price and other factors considered. Reference FAR 52.212-2 on solicitation for evaluation factors. All solicitation documents and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2021-06, effective 12 July 2021, and Defense Acquisition Circular DPN 20210709, effective 09 July 2021. This effort is a high priority requirement in support of the National Guard. Funds are not presently available to make award. If funds become available for award, and prices are deemed fair and reasonable, it is the Government�s intent to make award. This is not a commitment of funds or contract award. Instructions to Offerors: 1. Quotes must be received no later than the time and date indicated on this RFQ. 2. Quotes must be emailed to the primary point of contact shown. It is your responsibility to make sure your quote is received. 3. Quotes must be submitted by using the 1449 CLIN structure. 4. Quotes must include the following a. Offeror's CAGE Code or DUNS Number. b. Submission shall contain information with enough detail to facilitate a comparative evaluation, which will be in accordance with FAR 52.212-2 Evaluation-Commercial Items. c. The representations at FAR 52.204-24 (OCT 2020) and DFARS 252.204-7017 (MAY 2021) must be completed, if not already completed within SAM. 5. All contractors shall be fully registered in the System for Award Management (SAM) at the time a quote is submitted to the government. 6. A site visit will be held on September 14, 2021 at 10:00 am Central. In order to attend the visit, you must pre-register no later than September 13, 2021, 1:00 pm by emailing the point of contact on this RFQ. The email must include name, driver�s license number, and state of issue for all attendees. You will receive a confirmation for the meeting location outside the gate. Face coverings are required and will not be available for distribution. 7. All questions shall be in writing. Questions shall be emailed to the primary point of contact shown on this RFQ. Questions not received within a reasonable time prior to the response date will be answered at the discretion of the Contracting Officer.
